On the afternoon of June 19, at the question-and-answer session on the field of education and training, National Assembly delegate Nguyen Thi Tuyet Nga (Quang Binh delegation) pointed out the widespread situation of extra teaching and learning, which puts pressure on students, negatively affects the school environment and goes against the spirit ofeducational innovation.
Appreciating the Ministry of Education and Training 's issuance of Circular 29 (regulations on extra teaching and learning) to rectify this situation, delegates said that Circular 29 is not a perfect solution, especially in a school environment with pressure on exam results and high social expectations.
" This is the core cause of the phenomenon of extra teaching and learning, and the Minister has a fundamental solution to resolve this situation ," Ms. Nguyen Thi Tuyet Nga questioned.

Responding, Minister Nguyen Kim Son said that the reason we need to teach and learn more is because there is not enough, so we have to "add more" and there are many things that are not enough.
" The first thing that is not enough is that teachers' salaries are not enough to live on. The second thing that is not enough is that there are not enough schools so that children do not have to compete, especially in big cities, urban areas, and densely populated areas. High school entrance exams are even more stressful than university entrance exams ," said Mr. Nguyen Kim Son.
Another "not enough" mentioned by the Minister of Education and Training is that parents do not have enough confidence and do not feel satisfied when their children do not achieve good results. On the school side, the principal and teachers have not fulfilled their main program responsibilities.
" From a certain perspective, educational innovation still has a lot to do to meet the requirements. There are still many 'not yet' things that require extra teaching and learning. Management and operating mechanisms are also not enough ," the Minister acknowledged.
Minister Nguyen Kim Son said that the core cause of this problem is the shift in the education program from knowledge-based education to developing children's abilities. The 2018 general education program follows this direction and has done a lot, but still lacks many conditions for implementation.
" There cannot be a single solution to overcome this overnight, but a comprehensive solution is needed ," the Minister added.
