
That was the opinion of Minister of Home Affairs Pham Thi Thanh Tra at the 50th session of the National Assembly Standing Committee on the afternoon of October 16 when considering and approving the Resolution guiding the determination of the expected structure, composition and allocation of the number of people nominated to run for People's Council deputies at all levels for the 2026-2031 term; Considering and approving the Resolution stipulating the number of Vice Chairmen of the People's Council, Deputy Heads of the People's Councils at the provincial and communal levels and the arrangement of full-time People's Council deputies at the provincial and communal levels.
Accordingly, candidates nominated for election to People's Councils at all levels for the 2026-2031 term must ensure a reasonable structure of delegates who are working in political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies, public service units, economic organizations in the area...
At the same time, female candidates must ensure that they make up at least 35% of the official list of candidates at each level; strive for an election rate of about 30% of the total number of People's Council delegates at each level. Candidates who are non-Party members strive to make up at least 10% of the official list of candidates at each level; young candidates strive to make up at least 15%; People's Council delegates for the 2021-2026 term who are re-elected strive to make up at least 30%...
The Resolution stipulates that a city formed after the merger of 3 provincial-level administrative units (PPUs) has no more than 4 Vice Chairmen of the People's Council; a city formed after the merger of 2 provincial-level PPUs has no more than 3 Vice Chairmen of the People's Council; a province formed after the merger of 3 PPUs has no more than 3 Vice Chairmen of the People's Council; a province or city that does not merge or merge has no more than 2 Vice Chairmen of the People's Council.
Regarding the number of Deputy Heads of the People's Council, a province or city formed after a merger or consolidation of 3 provincial-level administrative units shall have no more than 4 Deputy Heads; a province or city formed after a merger or consolidation of 2 provincial-level administrative units shall have no more than 3 Deputy Heads.
In case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 3 provinces and cities before the merger, there will be no more than 4 Deputy Heads of the Committee. In case the Ethnic Committee is established on the basis of the existing Ethnic Committees of 2 provinces and cities before the merger, there will be no more than 3 Deputy Heads of the Committee. In case the Ethnic Committee is established on the basis of the existing Ethnic Committee of 1 province or city before the merger, there will be no more than 2 Deputy Heads of the Committee.
In provinces and cities that do not merge or consolidate, each Committee of the Provincial People's Council shall have no more than two Deputy Heads.
The Resolution also stipulates that the People's Council at the commune level has 1 Vice Chairman of the People's Council. Each Committee of the People's Council at the commune level is calculated to have an average of 2 Vice Heads. Based on the scale of natural area, population, classification of administrative units, classification of urban areas, economic scale, practical situation of the locality and orientation of the Standing Committee of the Provincial Party Committee, City Party Committee, the Standing Committee of the People's Council at the provincial level decides specifically on the number of Vice Heads of the People's Council at each commune-level administrative unit to ensure that the total number of Vice Heads of the People's Council at the commune level of the province or city does not exceed the total number calculated according to the average framework...
Speaking at the meeting before the vote, Minister of Home Affairs Pham Thi Thanh Tra expressed concerns when calculating leadership positions, especially the recently completed list of job positions at the commune level. Thereby, about 40 job positions were identified as a list, very detailed. Corresponding to this job position, the commune has at least about 40 people (for isolated communes, without previous mergers). But later, it must be calculated according to population size, natural area, economic scale and specific factors.
According to the Minister of Home Affairs, statistics at the commune level currently show that there are an average of 30.5 leadership positions, which is very large. Therefore, it is necessary to implement decentralization and delegation of authority in conjunction with local responsibilities to suit each administrative unit, otherwise, in the future, the number of leaders in communes will also be a "concern".
"Regarding the number of Deputy Heads of the People's Council at the commune level, it is expected that there will be 2 full-time People's Council delegates who are Deputy Heads, leading to a very large number of deputy heads. Therefore, it must be calculated in general, there may be places that only need 1 full-time Deputy Head, 1 part-time Deputy Head. These contents will also be included in the resolution, based on the practical situation for implementation, both ensuring streamlining and achieving a reasonable number of leaders", Minister Pham Thi Thanh Tra added.
At the end of the meeting, 100% of the National Assembly Standing Committee members present voted to pass the draft resolution.
