Responding to questions from National Assembly deputies about concerns of business households regarding the new tax calculation method, Minister of Finance Nguyen Van Thang affirmed that the implementation of the new policy will have impacts on millions of business households. The Ministry of Finance is preparing legal and technological synchronization to support implementation to ensure convenience and reduce the burden of procedures and costs for business households.

Continuing the 9th Session of the 15th National Assembly, on the morning of June 19, Minister of Finance Nguyen Van Thang answered questions from National Assembly deputies regarding concerns of business households regarding the new tax calculation method.

Delegate Hoang Van Cuong - Hanoi National Assembly Delegation said that one of the solutions to promote the professional development of business households is to abolish lump-sum tax. Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for the development of the private economy also decided to abolish lump-sum tax for business households from January 1, 2026. This policy is affecting millions of business households, with a feeling of apprehension. Some opinions proposed to postpone the application of this regulation, which shows that business households are not afraid to pay taxes but are very afraid of how to calculate taxes and the procedures to pay taxes correctly.

"May I ask the Minister, what plans and solutions does the Government have to prepare for the implementation of a new tax collection method for business households after the removal of lump-sum tax so that business households feel more convenient, more professional and more excited about paying taxes?" , delegate Hoang Van Cuong questioned?

Responding to a delegate's question about abolishing lump-sum tax, Minister Nguyen Van Thang said that Vietnam's tax system is assessed by international agencies as basically approaching international practices. However, the transparency of some types of manually collected taxes is a huge barrier, leading to a lack of transparency in tax administration. Therefore, Resolution No. 68 of the Politburo and Resolution No. 198 of the National Assembly have stated the requirement to abolish lump-sum tax by 2026 at the latest.

The Minister of Finance affirmed that the lump-sum tax mechanism was appropriate for a certain period, but has so far revealed many shortcomings, lacked transparency, was easily abused, caused inequality among business types, and failed to create motivation for business households to develop into small and medium-sized enterprises. The abolition of lump-sum tax from 2026 is a very correct policy of the Party and the State, a fundamental and necessary step to make the activities of business households transparent, create equality between business households and enterprises, promote the transition to the enterprise model, and expand the formal economic sector.

The Minister also emphasized that when implementing this policy, it will impact millions of business households. Currently, the Ministry of Finance is preparing to synchronize legal and technological aspects for implementation, in order to reduce the burden of procedures and costs for business households.

In particular, we are urgently reviewing and perfecting tax policies, proposing amendments to the Law on Tax Administration, the Law on Personal Income Tax and related regulations, aiming at smart tax management, simple, transparent and easy-to-implement declarations, and simplifying documents and invoices so that business households are not under pressure when converting tax management forms.

Along with that, digital transformation in tax management should be enhanced, such as applying electronic invoices generated from cash registers to ensure correct and full collection, while reducing costs for business households.

Provide free tax declaration and payment systems, electronic invoice software, and accounting software for businesses that are still facing difficulties in the initial stages of tax management transformation. Promote internal digital transformation and improve tax management capacity.

In addition, the Ministry of Finance also promotes communication, training and consultation, enhances propaganda, guides business households to clearly understand the benefits, how to implement electronic invoices and declare taxes; organizes training, legal advice, tax accounting for business households...
