In recent years, the situation in the East Sea has continued to develop complicatedly, the security and safety situation in the domestic maritime border areas related to oil and gas activities, oil and gas projects have occurred with fishing boats using explosives, electric shocks... violating the safety corridor, causing insecurity for the entire oil and gas project. Many complicated developments in the East Sea have greatly affected the work of protecting sovereignty , maintaining security and order in the maritime border area; directly affecting the production and business activities of Petrovietnam and the work of ensuring security and safety of oil and gas projects, oil and gas activities at sea.

Over the past 5 years of implementing the Coordination Regulations, units under the Border Guard Command and Petrovietnam have seriously implemented them, contributing to protecting the security and safety of oil and gas operations and protecting sovereignty, security, order and social safety in the maritime border area. The two sides have closely coordinated and effectively integrated the regular tasks of each unit with the tasks of implementing the Regulations. At the same time, they have coordinated to advise local authorities to participate, thereby raising awareness of political organizations and the masses in the maritime border area in protecting sovereignty, protecting national assets and protecting offshore gas works. The Border Guard Command and Petrovietnam have also created favorable conditions to help each other in all aspects to complete their tasks and strengthen solidarity and cohesion.

In addition to the positive aspects, the work of ensuring security and safety of oil and gas activities and maritime border areas also faces difficulties regarding the sovereignty situation in the East Sea. A number of fishermen have limited awareness, taking lightly the security and safety of oil and gas projects and oil and gas activities, deliberately violating the safety corridor of oil and gas projects to exploit aquatic resources. The conditions of equipment, means and capacity to ensure coordination, especially serving patrols and control at sea by the Border Guard are still limited, especially in complex hydro-climatic conditions. Many oil and gas projects are located in territorial waters, adjacent to territorial waters, and exclusive economic zones, while the task of protecting the sovereignty of the sea of the Border Guard is assigned from the territorial waters inward, so it faces many difficulties. In addition, there are many regulations on handling administrative violations against operators of fishing vessels that are too high, making it difficult to enforce decisions to punish violators.

In the coming years, the Border Guard Command assesses that the disputes over seas and islands in the East Sea and our country's waters will continue to develop in a complex and unpredictable manner, which will affect economic development and security and order at sea. In addition, violations of the safety corridors of oil and gas projects will continue to occur in many new forms, and fishing in offshore areas and using explosives to catch seafood remain a high risk.

At the same time, proactively coordinate patrolling, inspecting, controlling and promptly handling situations and incidents that occur; Continue to strictly comply with the Party's foreign policies and guidelines, the State's policies and laws and international treaties to which Vietnam is a signatory.

Speaking at the conference, Deputy General Director of Petrovietnam Duong Manh Son emphasized: "In order for the activities of Petrovietnam and its member units to continue to be carried out safely, smoothly, effectively, and make positive contributions to society and the country, we certainly cannot do without the close cooperation and coordination of units under the Ministry of National Defense. Especially the Border Guard Command as well as the Border Guard Commands of 28 provinces and cities with sea borders". Mr. Duong Manh Son hopes that in the coming time, the two sides will continue to study and contribute opinions to the summary report of the past 5 years and propose, recommend, and solutions to improve the effectiveness of coordination between Petrovietnam and the Border Guard Command.
Concluding the conference, Major General Hoang Huu Chien - Deputy Commander, Chief of Staff of the Border Guard highly appreciated the coordination between the Border Guard Command and Petrovietnam.
