The Ministry of Construction directs the removal of obstacles for pickup trucks.

The Ministry of Construction has issued a notice requesting research, review, and amendment or supplementation of regulations on vehicle classification and inspection for pickup trucks if necessary.

The Ministry of Construction recently issued Notice No. 242/TB-BXD, concluding on several issues after working with Ford Vietnam regarding proposals related to pickup trucks – which are largely classified as double-cab pickup trucks.

In the aforementioned document, the Ministry of Construction assigned the Department of Roads and the Department of Vehicle Registration to coordinate in reviewing QCVN 41:2024, Circular No. 53/2024, and related regulations, while also evaluating the effectiveness of the implementation of Document No. 2612/CĐBVN-TCGT of the Department of Roads, clarifying the issues that have been resolved as well as the remaining obstacles in practice.

The Ministry of Construction also requested a study on the application process of previous regulations, traffic organization practices, vehicle classification, and inspection of double-cab pickup trucks. In addition, it instructed relevant agencies and organizations to proactively engage in discussions with automobile manufacturers, the Vietnam Automobile Manufacturers Association (VAMA), and other relevant agencies and organizations to propose appropriate solutions, including amending or supplementing QCVN 41:2024 or Circular No. 53/2024 if necessary.

The Ministry of Construction requires that the aforementioned research on amendments and additions must ensure compliance with regulations, be within the proper authority, be consistent, feasible, transparent, and not give rise to differing interpretations in implementation.

Also in Notice No. 242/TB-BXD, the Ministry of Construction acknowledged the feedback and recommendations from Ford Vietnam regarding the difficulties and obstacles arising in the practical application of regulations for double-cab pickup trucks.

The Ministry of Construction stated that it had previously met with the Hanoi Department of Construction to advise the Hanoi People's Committee on issuing Decision 52/2026, allowing pickup trucks to operate 24/7.

On the part of the Department of Roads, after working with Ford Vietnam and research units, they also issued Document 2612/CĐBVN-TCGT to road management agencies nationwide requesting a review and guidance on appropriate traffic organization.

However, in Ford Vietnam's view, the above guidance only addresses the initial steps and cannot completely resolve the issues due to differing interpretations and applications related to vehicle classification, road signage, and local traffic organization.

Therefore, Ford Vietnam proposes that the recommendations from businesses should continue to be studied objectively, in accordance with regulations and within the proper authority, ensuring a balance between state management requirements, traffic safety and order, and resolving reasonable obstacles for both citizens and businesses.

In Vietnam, the pickup truck segment is dominated by mid-size models from American and Japanese brands.

The Ford Ranger remains the most popular pickup truck among Vietnamese buyers since the beginning of the year, with cumulative sales reaching 5,045 units after four months. During the same period, the Toyota Hilux recorded sales of 2,333 units, making it the second best-selling pickup truck in Vietnam.

Mitsubishi Triton has sold 1,184 units to Vietnamese customers since the beginning of the year, while Isuzu D-Max continues to struggle in last place with sales of 317 units, equivalent to a consumption of more than 79 units per month.

Vietnamese customers also have other options, such as the Nissan Navara, along with the large pickup truck Ram 1500, which is scheduled to officially launch this weekend.
