Ministry of Construction: Industry growth target of over 9% in 2025 is feasible

(Chinhphu.vn) - According to estimates, to ensure the economic growth target of about 8% or more as directed by the Prime Minister, the construction industry needs to grow by 9% or more. Minister of Construction Tran Hong Minh affirmed that completing the above target is feasible.

Implementing the Party and State's directives on promoting growth associated with macroeconomic stability, striving for growth of 8% or more in 2025; from the beginning of the year, the Ministry of Construction assigned units under the Ministry to calculate and develop growth scenarios and key targets of the industry to achieve the above growth target.

The agency's report stated that in the first 6 months of the year, the construction industry grew by 9.62% over the same period last year. This is the highest growth rate compared to the same period in the 2021-2025 period, contributing 0.63 percentage points to growth.

In the work of perfecting the institution, the Ministry of Construction has submitted and had the National Assembly approve 1 Law, 4 Resolutions; the Government and the Prime Minister issued 8 Decrees, 1 Decision of the Prime Minister; the Minister issued 21 Circulars under his authority, and issued 6 guiding documents related to the implementation of State management tasks when arranging the organization of the 2-level local government apparatus.

The Ministry of Construction has decentralized and delegated 115 tasks to the provincial level; the commune level has received 94 tasks from the district level. These include tasks for localities to be proactive in management in the area such as issuing traffic safety inspector certificates, issuing road transport licenses; appraising construction investment feasibility study reports, construction designs, etc.

Many major infrastructure projects are ahead of schedule.

The implementation of infrastructure projects has recorded many positive changes. Many important national transport infrastructure projects have exceeded the set schedule by 6-9 months, putting into operation a number of additional sections of the 6 component projects of the North-South Expressway in the East, bringing the total length of the expressway in operation to 2,268 km.

Continue to attract private and foreign investment in major seaport infrastructure, some airports, industrial parks, high-tech parks and workers' housing in major cities and provinces such as Bac Ninh, Dong Nai, Ho Chi Minh City...

In the first 6 months of 2025, newly registered foreign capital for real estate business activities reached 2.25 billion USD, accounting for 24.2% of the total newly registered capital nationwide. Urban transport infrastructure development has made good progress, by the end of June 2025, Vietnam's urbanization rate is estimated at 44.3%.

Construction materials production has initially recovered. Total cement output reached nearly 46 million tons in the first 6 months of the year, a slight increase compared to the same period in 2024.

In the management of housing and real estate market, the Ministry of Construction has researched, developed and submitted to competent authorities for pilot issuance of a number of specific mechanisms and policies for social housing development, promoting the implementation of social housing projects in 27 localities. As of June 30, 2025, the whole country has completed 35,631/100,000 social housing units, and started 26 projects with a scale of 23,561 units.

Transportation activities continue to maintain a good growth rate in all modes, meeting the travel and tourism needs of domestic people as well as international visitors, serving production and import and export of goods...

By 2025, the Construction industry will achieve the goal of completing 100,000 social housing units and promoting the real estate market.

All businesses are profitable.

In the general difficult picture of many enterprises in the construction industry, the first 6 months of the year recorded changes in a number of enterprises implementing restructuring projects.

In the first 6 months of 2025, the total production value of enterprises under the Ministry reached about 29,515 billion VND, equal to 47.05% of the 2025 plan; revenue reached 30,065 billion VND, equal to 46.67% of the plan; profit was about 2,358 billion VND, exceeding the plan set for the first 6 months of the year by 537 billion VND.

Of which, Vietnam Cement Corporation (VICEM) initially made a profit. Housing and Urban Development Corporation (HUD), Hanoi Construction Corporation (HANCORP), Vietnam Machinery Installation Corporation (LILAMA), Viglacera Corporation, Vietnam Maritime Safety Corporation (VMSC), Vietnam Air Traffic Management Corporation (VATM) basically made a profit and completed the plan.

According to the Ministry of Construction's assessment, the implementation of the Ministry's growth targets in the last 6 months of 2025 will still closely follow the requirements set by the industry, such as disbursing the entire 2025 Public Investment Plan; completing 100,000 social housing units and promoting the real estate market; maintaining growth in transportation activities at about 13%...

Minister of Construction Tran Hong Minh acknowledged: Completing the above targets is feasible to contribute to the growth target of 8.3 - 8.5%, especially in the context that the Ministry of Construction is actively promoting the restructuring of state-owned enterprises and strengthening the development and application of solutions on science and technology development, innovation, and digital transformation.

"Enterprises under the Ministry continue to seriously, thoroughly grasp and promptly implement the directions of the Party, Government, Prime Minister, and Ministry of Construction. In the last 6 months of 2025, they need to complete and strive to exceed the approved production and business plans, accelerate the implementation, disbursement and completion of investment projects; proactively and resolutely implement a number of pioneering solutions in digital transformation. In addition, enterprises need to increase support and help each other based on their own strengths to overcome difficulties and develop more strongly together," the Minister requested.

The Minister of Construction also proposed to competent authorities on the policy of developing a National Assembly Resolution to pilot the model of a real estate and land use rights transaction center managed by the State, following a simplified procedure, and submit it to the National Assembly for approval at the 10th session in October 2025.

At the same time, it is recommended that the Prime Minister soon issue a Decision to adjust the assignment of social housing completion targets in 2025 and the following years until 2030, creating a basis for localities to supplement the socio-economic development targets after implementing the arrangement of provincial administrative units to focus on leadership, direction, promote the role and attach responsibility to the heads in improving the quality and effectiveness of social housing development work in the locality.

To ensure the disbursement target of the Public Investment Plan and the completion of the target of 3,000 km of expressway by the end of 2025, the Ministry of Construction believes that it is necessary to urgently complete the remaining site clearance work to ensure construction sites for expressway projects.

Localities assigned to implement projects managed by the Ministry of Construction need the participation of the entire local political system to focus on and thoroughly resolve difficulties and obstacles in site clearance; take advantage of the current favorable weather conditions for construction to speed up construction progress and complete projects soon.

At the same time, focus on completing investment procedures to soon start construction of important and key projects in 2025 such as Lao Cai - Hanoi - Hai Phong Railway, urban railway lines, expressways...
