The Ministry of Construction said so in an official dispatch sent to the Ministry of Finance regarding the proposal of the Vietnam Expressway Corporation (VEC) on the implementation plan of the project to expand the Ho Chi Minh City - Long Thanh expressway section, part of the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
According to the Ministry of Construction, in order to start and complete the investment project to expand the Ho Chi Minh City - Long Thanh - Dau Giay expressway as directed by the Prime Minister , to meet the travel needs when Long Thanh airport is put into operation (expected in 2026) to Ring Road 3, Ring Road 2 and the center of Ho Chi Minh City, the Ministry agrees with VEC's proposal to invest in the project as an urgent construction project according to the provisions of the Construction Law.
In case the Prime Minister decides that the project is an urgent construction project, according to the provisions of Clause 3, Article 130 of the Construction Law, the Prime Minister has the authority to decide on specific mechanisms, including: survey, construction design; form of contractor selection and other specific mechanisms within his authority to speed up the progress of construction investment implementation.
Therefore, in its role as the focal agency assisting the Government in state management of public investment and bidding, the Ministry of Construction requests the Ministry of Finance to advise the Prime Minister on the form of contractor selection and other specific mechanisms within its authority to meet the progress requirements of the Ho Chi Minh City - Long Thanh - Dau Giay expressway expansion project.
Previously, VEC proposed to the Prime Minister and Deputy Prime Minister Tran Hong Ha to consider allowing the project to expand nearly 22km of Ho Chi Minh City - Long Thanh - Dau Giay Expressway from the intersection of Ho Chi Minh City's Ring Road 2 to the intersection with Bien Hoa - Vung Tau Expressway in the form of an emergency construction project, and apply a number of special mechanisms to achieve the goal of starting construction on August 19, 2025.
If implemented in the above form, the project does not need to approve the investment policy; immediately deploy the survey work, prepare the feasibility study report and site clearance... Therefore, the project progress will follow the following milestones:
Project approval on July 24, 2025, approval of construction drawings for each part of the project from August 8, 2025, selection of construction contractor on August 13, 2025, commencement of construction on August 19, 2025.
Accordingly, the section from the junction of Ring Road 2 to Ring Road 3 will be completed in September 2026; the section from the junction of Ring Road 3 to the junction with Bien Hoa - Vung Tau Expressway will be completed in October 2026. Long Thanh Bridge alone will join the main bridge in December 2026 and be completed in March 2027.
Thus, the project investment preparation will be shortened by 2.5 months to start construction on August 19, 2025, and basically completed in 2026 (about 3 months shorter than the normal investment procedure).
