Deputy Minister of Health Nguyen Tri Thuc signed a document sent to the People's Committees of provinces and cities; Departments of Health; the Health Department ( Ministry of Public Security ); the Military Medical Department (Ministry of National Defense); medical examination and treatment facilities, pharmaceutical establishments and pharmaceutical businesses nationwide regarding strengthening the management of drugs containing fentanyl.
According to the Ministry of Health , the Drug Administration of Vietnam has recently received numerous documents from the Drug Crime Investigation Police Department (Ministry of Public Security) warning about the complex developments in drug-related crimes involving fentanyl.
In Asia and Southeast Asia, crimes involving the use of fentanyl and its derivatives to mix into drugs and other products to enhance the "high" experienced by users have also been discovered, posing a threat to their lives.
In Vietnam, authorities previously cracked a fentanyl-related case in Hanoi , seizing 6 vials of fentanyl, each containing 50mcg/10ml.
In light of the above situation, the Ministry of Health requests the People's Committees of provinces and cities to direct relevant units to strictly implement legal regulations on drug prevention and control in the pharmaceutical sector, especially with regard to narcotic drugs, psychotropic drugs, precursor drugs, and drugs containing fentanyl.
Local authorities are required to strengthen inspection and supervision of the business and use of drug groups that require special control, and absolutely prevent any loss or misuse.
The Ministry of Health requires medical facilities to strictly manage the prescription and dispensing of fentanyl-containing medications; mandate the 100% recall of used fentanyl vials and strictly adhere to the procedures for disposing of the medication and vials to prevent loss or misuse.
Local authorities are also required to review and compile statistics on units using and trading narcotic drugs, psychotropic drugs, and precursor chemicals; focusing on inspecting establishments that trade and use large quantities, especially drugs containing fentanyl.
For medical facilities and pharmaceutical establishments under the Ministry of Health, it is necessary to proactively review all processes related to drugs containing fentanyl, ensuring strict control at each stage and preventing any losses.
In the event of discovering any loss or theft of medication, the facility must immediately report it to the local authorities, the specialized health agency, and relevant agencies for timely handling.
The Ministry of Health also requested that pharmaceutical businesses strictly comply with current regulations on the management of narcotic drugs, psychotropic drugs, precursor drugs, and drug raw materials that are narcotic substances, psychotropic substances, or precursors used in the manufacture of drugs.
Simultaneously, review the business operations of establishments, especially those dealing in drugs containing fentanyl; strictly prohibit the sale of drugs to ineligible individuals, which could lead to illegal use.
