Ministry of Health and JICA launch telemedicine project

On July 8, in Hanoi, the Ministry of Health in collaboration with the Japan International Cooperation Agency (JICA) held the Launching Ceremony of the Project "Strengthening the Capacity Development System for Health Workers through Telemedicine" chaired by Professor, Dr. Tran Van Thuan, Deputy Minister of Health, Chairman of the National Medical Council.

More than 50 delegates and representatives from the Ministry of Health, Lao Cai Provincial Department of Health (formerly Yen Bai Provincial Department of Health) and a number of central hospitals across the country attended the event.

Speaking at the launching event, the Deputy Minister of Health emphasized the important role of the Project in effectively implementing remote medical examination and treatment activities, contributing to narrowing the gap in access to medical services between regions.

At the ceremony, Dr. Duong Huy Luong, Deputy Director of the Department of Medical Examination and Treatment Management, as Project Manager, affirmed that: “With the support of the Japan International Cooperation Agency (JICA), this Project will not only focus on professional and clinical technical aspects - such as remote consultation and online training - but also target core operational factors to ensure long-term effectiveness and sustainability. The Project is not just a technical support program, but also a strategic step that contributes to shaping the future of digital transformation of healthcare in Vietnam.”

On the JICA side, Mr. Kobayashi Yosuke, Chief Representative of JICA Vietnam Office, expressed his belief that the close coordination between the Ministry of Health , Lao Cai province, JICA and medical facilities will be a key factor contributing to the success of the project. He also expressed his expectation for the leadership role of the Department of Medical Examination and Treatment Management in coordinating and effectively implementing the project activities.

Also at this event, a representative of the Department of Medical Examination and Treatment Management, Ministry of Health, introduced the context, objectives, activities and contents related to the Project implementation. Dr. Tanaka Taketo, Chief Project Advisor, presented the Project's 2025 Operation Plan.

Representatives of relevant parties such as the Department of Medical Examination and Treatment Management, the Department of Insurance, the National Health Information Center and representatives of the Lao Cai Provincial Department of Health affirmed their roles and tasks in implementing the Project's activities.

The project was approved by the Minister of Health under Decision No. 2598/QD-BYT dated September 26, 2022, within the framework of the National Strategy including the "Program on digital transformation of healthcare to 2025, with a vision to 2030" and the "National strategy to protect, care for and improve people's health until 2030, with a vision to 2045".

With the doctor-to-doctor (D-to-D) model, the Project aims to support clinical decision-making, transfer knowledge between levels and improve the quality of health services, especially in rural and mountainous areas.

Yen Bai Province (now Lao Cai) – one of the typical localities with mountainous terrain and medical challenges – was chosen as a pilot area to apply the telemedicine model. Practical activities here will create the premise for future nationwide replication.

In his closing remarks, Mr. Yoshida Tomoya, Senior Deputy Director, Human Resources Development Department, JICA, highly appreciated the close coordination of the relevant parties and affirmed his commitment to accompany Vietnam in promoting health equity. He expressed his hope that the results achieved from the project will be an important foundation for expanding the telemedicine model nationwide.

The launch ceremony concluded with a joint commitment from stakeholders to work closely towards the successful implementation of the Project and towards long-term impacts.
