Previously, Khanh Hoa commune in U Minh district was classified as a particularly disadvantaged commune, so its residents received free health insurance cards. However, according to the decision, only one hamlet in Khanh Hoa commune still has residents covered by health insurance. Since the government stopped providing free health insurance cards, despite the local authorities' efforts to promote it, the participation rate in health insurance in the commune remains low. Nevertheless, many households understand the importance of the policy and continue to participate.
Health insurance helps people prevent risks when they unfortunately fall ill, including serious illnesses that require high costs. Those participating in health insurance will receive medical examination and treatment regardless of their wealth. In addition, the health insurance policy contributes to risk sharing and promotes the spirit of mutual support among those participating. After being informed and understanding this significance, many people in the commune have voluntarily enrolled since the free health insurance cards were no longer provided.

For many years, since she was no longer covered by health insurance, Ms. Ly Thi Tuyet, from Hamlet 7, Khanh Hoa Commune, has continued to participate whenever her health insurance expires. Even after hearing about the upcoming increase in health insurance premiums, she affirmed that she would continue to participate, viewing health insurance as a protective charm in case of illness or disease.
Ms. Tuyet shared: "We have a few acres of land for shrimp farming and rice cultivation, and the income is only enough to cover the living expenses for six people in the family. However, every year I always set aside some money to save for health insurance, so that if I unfortunately get sick, I can receive timely treatment."
Meanwhile, Ms. Ly Thi Cuc from Hamlet 7, Khanh Hoa Commune, affirmed: "Regardless of whether the health insurance contribution increases or decreases, I must participate in health insurance. Having health insurance will give me more peace of mind, allowing me to take better care of my family's health, and if I don't get sick, it's like sharing the burden with other sick people."
The People's Committee and mass organizations of Khanh Hoa commune, U Minh district, organized a campaign to promote voluntary social insurance and family health insurance to every household.
Khanh Hoa commune has 6 hamlets with 5,508 households, currently with 181 poor households and 58 near-poor households. Previously, 100% of the people in the commune received free health insurance cards. Since the implementation of the new decision of the Prime Minister , Khanh Hoa commune now only has 1 hamlet, classified as a particularly difficult area in the coastal and island region, with 312 households receiving free health insurance cards from the State. As a result, the rate of people participating in health insurance in the commune has decreased sharply.
Ms. Pham My Cam, Vice Chairman of the People's Committee of Khanh Hoa commune, said that from the beginning of the year, the commune had developed a specific plan for each target of developing voluntary social insurance and family health insurance. At the same time, each commune and hamlet official and Party member was assigned to mobilize and educate people to participate. Most people understand the importance of the health insurance card, but some households are still facing difficulties and have not yet participated. In the coming time, the commune will continue to direct the hamlets to coordinate with the post office to further implement the plan in each hamlet and each household to strengthen the dissemination of information, especially in July when the basic salary increases and the health insurance contribution rate increases.
Not having health insurance will affect people's rights to medical examination and treatment, especially for ethnic minority communities facing many difficulties. Therefore, to encourage more people to participate in health insurance, local authorities are actively promoting it and striving to achieve 92.25% of the commune's population participating in health insurance by the end of the year.
