The information was released by Brazil - the country holding the rotating presidency of BRICS in 2025. In the statement, the Brazilian government welcomed Vietnam's decision, while emphasizing the common goal of building a "more inclusive and representative" international order.
Brazil values Vietnam's population of nearly 100 million and its dynamic economy as key factors in its admission.
“Vietnam stands out as an important partner in Asia. It shares the commitment of BRICS members and partners to promote a more equitable and inclusive international order. Vietnam’s efforts to promote South-South cooperation and sustainable development further strengthen the convergence of interests with the BRICS bloc,” the statement said.

With this decision, Vietnam becomes the 10th country to be recognized as a “partner” of the bloc, alongside Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda and Uzbekistan. The “partner country” category was created at the 2024 BRICS summit in Kazan (Russia), aiming to expand participation without the need for official membership.
With its new role, Vietnam will be invited to participate in a number of BRICS meetings and initiatives, subject to consensus from official members. This status also opens up opportunities for deeper access to the bloc’s institutions, including the New Development Bank (NDB), which specializes in providing funding for infrastructure projects in developing countries.
Over the years, BRICS has expanded significantly with the admission of Egypt, Ethiopia, Indonesia, Iran, Saudi Arabia and the United Arab Emirates (UAE) as full members.
At the same time, Vietnam has also strengthened bilateral relations with many countries in the bloc. In 2024, our country upgraded its relations with the UAE to a comprehensive partnership and welcomed Ethiopian Prime Minister Abiy Ahmed on an official visit in April. At the same time, Vietnam has also promoted trade goals with Egypt and maintained dialogue with Iran.
At many international forums, Vietnam has called for increasing the voice of developing countries in global institutions, proposing to improve access to development capital, technology and fair trade mechanisms - goals that are consistent with the orientation of BRICS.
Brazil did not specify whether there were any discussions about upgrading Vietnam’s status. BRICS’ internal regulations state that any decision on admitting new members must be unanimously approved by all current members.
