Ea Wen Commune, Buon Don District has nearly 80% of the population living on agriculture , mainly growing rice and crops. However, the transportation infrastructure is extremely difficult, affecting the production and transportation of agricultural products of the people.
Remember, in the years 2020 and before, to solve this urgent difficulty, which is also the goal of the Resolution of the 3rd Congress of Ethnic Minorities of Bon Don district, the district focused on leading and directing the effective implementation of Decision 135/QD-TTg of the Prime Minister on socio -economic development of extremely disadvantaged communes in mountainous and remote areas (CT 135), prioritizing investment in transport infrastructure.
Accordingly, resources from CT135 have contributed to initially solving the problem of people's road system, including many roads connecting from residential areas to production areas, and the solidified internal traffic system creating favorable conditions for people to travel, produce, and trade.
Typically, the road longer than 1 kilometer leading to Tul village was invested with a total cost of more than 1.2 billion VND from the capital of Program 135, making it easier for hundreds of households to travel and transport agricultural products. Mr. Y Dung Knul, a resident of Tul village, said: Previously, the road leading to the village was a dirt road, narrow, dusty in the sun, muddy in the rain, making it very difficult for people to travel. Since the State invested in concrete roads, people have not only been able to travel more conveniently but also been able to transport goods more easily.
In the process of implementing the State's ethnic policy projects and works, Ea Wen commune always upholds the motto "people know, people discuss, people do, people inspect", all villages and hamlets have monitoring teams. Therefore, the projects are all effective.
According to the report, implementing Program 135 in the 2019-2020 period, Buon Don district was allocated 20.6 billion VND, of which the state budget capital was nearly 18.7 billion VND, and capital mobilized from the people was more than 1.9 billion VND. From the above capital source, the district has invested in repairing and renovating 44 traffic works; supporting plant and animal varieties for more than 500 poor households, ethnic minority households in communes, villages, and hamlets with special difficulties; and transferring care techniques.
Following the achievements of Program 135, phase 2022-2024, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas (National Target Program 1719), Buon Don district was allocated a total budget of 167 billion VND to implement projects on infrastructure construction, settlement of residential land, housing, production land, domestic water, vocational training support, etc.
As of December 31, 2023, the district has disbursed more than 37 billion VND, including asphalting more than 6,600km of rural roads, solidifying more than 2,000km of canals, and concreting more than 1,000m2 of school yards.
Implementing the Resolution of the 3rd Congress of Ethnic Minorities, Party committees and authorities from district to grassroots levels have implemented policies synchronously, closely following reality, bringing high efficiency. With State capital, foreign aid and contributions from the people, in the period of 2019-2024, Buon Don district has built 157 works. Of which, 82 are traffic works, 32 are irrigation works, and 35 are schools. Thanks to that, the infrastructure of villages in Buon Don district has improved, and the lives of ethnic minorities have been significantly improved.
Up to now, the rate of hardening urban roads has reached 57.3%; asphalting and concreted district roads has reached 86.1%; asphalting and concreted commune and inter-commune roads has reached 98.2%; inter-village and hamlet roads has reached 55%, and intra-village and hamlet roads has reached 67.5%. Rapidly developing infrastructure basically meets the needs of production development and serves the lives of ethnic minorities, and the economic structure has shifted positively.
Mr. Y Si That Ksor, Vice Chairman of Buon Don District People's Committee, said: The district has implemented ethnic programs and policies seriously, promptly, and to the right beneficiaries. Especially for projects, the district has directed the Ethnic Affairs Department to send notices and instructions to communes before implementation to widely and transparently inform the people about beneficiaries, plans, and financial settlement.
"The proposal of beneficiaries, areas of beneficiaries, and implementation tasks were all discussed by the communes, and the people agreed and reached a high consensus before the district approved the capital allocation. During the implementation process, the Department of Ethnic Minorities and related departments and offices also periodically inspected and supervised every 6 months, 1 year or suddenly to promptly correct and remove difficulties and obstacles," Mr. Y Si That Ksor, Vice Chairman of Buon Don District People's Committee shared more.
