Developed transportation infrastructure opens up many avenues for development.
Focus intensely on national transportation infrastructure projects.
According to the Director of the Department of Construction, Nguyen Nam Hung, several national-level transportation projects are currently being implemented in Tay Ninh province, such as: Component 7 of the Ho Chi Minh City Ring Road 3, the Ho Chi Minh City Ring Road 4 project, and the Ho Chi Minh City - Moc Bai Expressway (Phase 1) project, all implemented under the public-private partnership (BOT) model. These projects are not only strategically significant for regional connectivity but also serve as a "lever" to boost the local and regional socio -economic development in the new phase.

Component Project 7 - Ho Chi Minh City's Ring Road 3 section through Tay Ninh is considered one of the exemplary projects. This 6.84km long road commenced construction in June 2023, with a total investment of approximately 3,040 billion VND. By mid-July 2025, the project's progress had reached nearly 80% completion. Notably, the three main contract packages are racing against time. Observations show that engineers and workers are working tirelessly on the construction site, braving the sun and rain to accelerate progress.
Package XL1 has completed the foundation and is currently constructing a trial asphalt layer. Package XL2 is urgently completing the bridge deck and river crossing railings. Package XL3, where the interchange connects with the Ben Luc - Long Thanh expressway, is entering its final stages. Currently, contractors are accelerating to essentially complete the expressway section by October 2025 and complete the entire project in 2026, as directed by the Government. At that time, Tay Ninh will have another strategic transportation axis connecting with Ho Chi Minh City and the southeastern provinces, opening new doors with many opportunities. Mr. Nguyen Van Tien, a worker on package XL1, shared: “Everyone understands this is a major national project, so we are working with all our determination and responsibility to ensure the project is completed as soon as possible.”
Construction workers are working on the Ho Chi Minh City Ring Road 3 section passing through Tay Ninh province.
Another key project is the Ho Chi Minh City - Moc Bai expressway (phase 1), 51km long, of which the section through Tay Ninh province is 26.3km. With a total investment of over 19,600 billion VND, the project is divided into 4 components.
Specifically, Component 1 (construction of the expressway, phase 1) has a total capital of over 10,421 billion VND and is expected to start construction in January 2026. Component 2 (overpasses and access roads) will start earlier, as early as September 2025. Components 3 and 4, related to compensation, support, and resettlement in Ho Chi Minh City and Tay Ninh, have total investment amounts of 5,270 billion VND and 1,504 billion VND respectively.
To implement this project, by early July 2025, Tay Ninh province had approved compensation, support, and resettlement plans worth over 3,056 billion VND and had disbursed over 1,132 billion VND. Resettlement areas in Trang Bang, Rach Son, and Dia Xu are nearing completion, with land plots expected to be handed over in August and September 2025. Notably, due to additional costs of approximately 1,806 billion VND incurred during implementation, Tay Ninh province requested support from Ho Chi Minh City.
Furthermore, Tay Ninh is preparing for a major transportation project that promises to bring a new impetus. This is the Ho Chi Minh City Ring Road 4 project, specifically the section passing through Tay Ninh, with a length of 74.5km, a complete scale of 8 lanes, and a design speed of 100km/h. There will be parallel 2-lane roads on either side, with a speed of 60km/h. Phase 1 will involve the investment in 4 high-speed lanes, with a roadbed width of 25.5m, and a total investment of over 68,270 billion VND. The state budget will provide 39,556 billion VND (of which 75% is from the central government budget and 25% is balanced by the province, up to a maximum of approximately 10,000 billion VND). The remaining capital will be from investors, proposed by MIK Group Vietnam under a Public-Private Partnership (PPP) model.
To date, the pre-feasibility study has been completed, and the National Assembly has approved the investment plan in a Resolution dated June 27, 2025. Currently, the province and relevant agencies are urgently preparing the feasibility report and selecting investors. Every stage is being carefully and systematically planned because this is a strategically important transportation route connecting the region, expected to transform the landscape of the western area of Ho Chi Minh City and the border region of Tay Ninh.
Seamless connectivity creates momentum for development.
The province is paying close attention to investing in regional transportation infrastructure.
Alongside national projects, Tay Ninh is also focusing its efforts on the provincial transportation system, particularly routes connecting the city center to remote and border areas. A prime example is the Go Dau - Xa Mat expressway, phase 1, spanning 28km with a 25.25m wide road surface and a design speed of 120km/h. The project is currently in the process of completing its pre-feasibility study, proposed by the Fico Tay Ninh - Chuong Duong consortium under a Public-Private Partnership (PPP) model. The deadline for submitting the application is July 31, 2025, demonstrating a strong commitment to early implementation.
Meanwhile, the Truong Chinh road project (from Provincial Road (DT) 781 to 30/4 Road), with a total investment of over 1,170 billion VND, commenced in March 2025. However, progress has only reached less than 9%, due to difficulties in compensation work. Of the 269 affected households, only 48 have received compensation. The Provincial People's Committee has directed localities to urgently complete this work to ensure the project's progress.
For the N8-787B-789 connecting route, which is over 48km long, the total investment of 3,400 billion VND is being implemented simultaneously. Section DT787B has reached 91% completion, DT789 has reached 53.7%, and the N8 route has reached 30.5%.
For the DT830E project (section from the expressway interchange to DT830), the total investment is 3,707 billion VND, divided into two components: construction (1,213 billion VND) and land clearance (2,494 billion VND).
Phase 1 involves the investment in two parallel roads, which, upon completion, will become an 8-lane expressway. Compensation has been paid to 796 out of 878 households in My Yen and Ben Luc communes, covering an area of 36.6 out of 40.16 hectares. However, 82 households have yet to receive compensation due to disagreements over unit prices and incomplete infrastructure in the resettlement area.
Observations at the construction site show that the construction packages are being implemented very actively, with some sections reaching over 50% completion. However, there are still about 950m of land that has not been handed over, causing difficulties in construction.
Furthermore, the project for the access roads to the three bridges on National Highway 827E, with a total investment of VND 3,040 billion (including VND 1,607 billion for land compensation and clearance, and VND 1,433 billion for construction), is receiving high priority. The project crosses six communes: Can Giuoc, My Le, Can Duoc, Vam Co, Tan Tru, and Tam Vu. In Tam Vu commune, compensation has been paid to 112 out of 116 households; in My Le and Can Duoc communes, compensation plans have been approved for 201 households, with payments made to 68 households. It is expected that all land will be handed over in August 2025 to allow for commencement of construction on August 19, 2025.
Along with the aforementioned major projects, the province is implementing new investments and upgrading and expanding many other transportation routes, as well as urban beautification projects to complete technical infrastructure to meet development needs and attract investment. These transportation projects are designed with a long-term vision and aim for future regional connectivity.
In the current transportation landscape of Tay Ninh, it's easy to see the significant transformation. However, the implementation process has also faced numerous challenges and difficulties, especially in land clearance and mobilizing investment resources. During a recent meeting with the Department of Construction, Vice Chairman of the Provincial People's Committee Nguyen Minh Lam requested relevant departments and agencies to continue reviewing and prioritizing projects, focusing on resolving difficulties for important transportation projects.
“The Department of Construction and other relevant departments and localities need to review the provincial transportation plan after the merger. Through this review, adjustments should be made to ensure seamless connectivity between routes, serving sustainable socio-economic development in the coming period,” Mr. Nguyen Minh Lam emphasized.
