In 2024, the estimated revenue from the non-state sector in the province is assigned to VND 440 billion. This is one of the three revenue items with the highest proportion in total domestic revenue (in addition to the non-state sector, there are two other revenue items with the highest assigned estimates in domestic revenue: land use fees and fees). The assigned estimate is high, while in recent years, the implementation of revenue from the non-state sector has encountered many difficulties because businesses, households, and individuals doing business in this sector have been directly affected by natural disasters, epidemics, economic crises, etc. Many businesses, households, and individuals have temporarily suspended or even completely stopped operations; many policies on tax exemption, reduction, and extension for taxpayers in this sector have also affected the overall revenue results...

Despite such difficulties, the tax sector is still highly determined to complete the budget revenue target from this area. Mr. Nguyen Van Dieu, Director of the Provincial Tax Department, said: In order to effectively exploit this revenue, from the end of 2023, the tax sector organized a conference to evaluate domestic revenue collection in 2023, and spent a lot of time analyzing, forecasting, and discussing specific solutions to effectively exploit revenue sources, focusing on revenue from the NQD sector. Entering 2024, from the beginning of the year, the tax sector has developed a plan, assigned specific tasks on domestic revenue collection to each agency and unit; directed specialized departments and affiliated tax branches to quickly review and effectively exploit remaining revenue sources... Notably, the exploitation of revenue from retail gasoline and oil business activities, the main focus is on implementing the application of electronic invoices (E-invoices) for each sale.

Mr. Nguyen Tien Dat, Head of the Inspection and Examination Department, Provincial Tax Department said: Currently, the tax authority is managing 63 enterprises trading in retail gasoline. From the end of 2023 and the first months of 2024, the tax sector has synchronously deployed solutions such as strengthening propaganda, dissemination, and guidance on regulations on electronic invoices for enterprises trading and retailing gasoline; coordinating with service providers to provide maximum support for enterprises trading in gasoline and oil to switch to electronic invoices; organizing inspections, supervision, and urging the implementation of electronic invoices for each sale...

As a result, by the end of March 2024, 100% of petroleum businesses in the province have completed the application of electronic invoices for each sale, contributing to improving the effectiveness of tax management in this field. Specifically, since applying electronic invoices for each sale, on average each month, the number of invoices issued has increased more than 10 times, the amount of tax paid by petroleum businesses is nearly 13 billion VND/month, an increase of nearly 30% compared to before applying electronic invoices for each sale. The application of electronic invoices for each sale for petroleum business and retail activities not only contributes to increasing budget revenue in this field but also prevents invoice fraud to increase input costs in order to reduce the amount of tax payable in some other types of business.

Along with effectively exploiting revenue from petroleum business and retail activities, since the beginning of 2024, the tax sector has continued to synchronously and drastically implement solutions to improve the effectiveness of revenue management from the NQD sector. Typically, tax authorities continue to coordinate to review and grasp the production and business situation of enterprises, households and individuals to promptly put them into tax management. By the end of September 2024, tax authorities managed 3,190 NQD enterprises and over 13,700 business households, an increase of 3.8% over the same period in 2023.

At the same time, the tax sector continues to focus on regularly implementing other tax management functions such as maintaining dialogue once a quarter with businesses and business households, diversifying forms of propaganda and supporting taxpayers; conducting 219 tax audits, the total amount of arrears and fines after audits is nearly 9 billion VND; focusing on urging and recovering tax debts...

In addition to implementing tax management well to effectively exploit revenue sources, from the beginning of 2024 up to now, the tax sector has continued to closely coordinate with relevant agencies and units in the work of preventing budget losses in the fields of basic construction; transportation; real estate business and transfer; e-commerce... The results of the first 9 months of 2024, through the work of preventing budget losses, contributed to increasing revenue by over 22 billion VND.

Along with the synchronous implementation of tax management solutions by tax authorities, taxpayers in the NQD sector have also constantly strived to overcome difficulties to improve operational efficiency and fulfill their obligations to pay the state budget. Mr. Ngo Van Tinh, Director of Thuong Thanh Stone Company Limited, Chi Lang District, said: The unit operates mainly in the field of stone mining and construction materials production. Since the beginning of 2024, complicated storms have affected the production and business activities of the unit. However, when the weather is favorable, the unit has quickly implemented synchronous solutions such as mobilizing human resources, machinery, and organizing flexible production to continue to maintain output, revenue and pay about 6 billion VND to the state budget.

The specific solutions implemented have significantly contributed to the revenue from the NQD sector in the province. After 9 months of 2024, revenue from the NQD sector in the province was 485.5 billion VND, reaching 110.4% of the assigned estimate, an increase of more than 46% over the same period in 2023. It is estimated that by the end of 2024, revenue from this sector will reach over 550 billion VND and this is the first year that revenue from the NQD sector in the province has reached over 500 billion VND. With impressive results in revenue from the NQD sector, it has contributed to compensating for 2 low revenue items: revenue from the central State-owned enterprise sector and land use fees, thereby contributing significantly to the overall domestic revenue results in the province. After 9 months of 2024, the total domestic revenue in the province reached 2,129 billion VND, reaching nearly 90% of the estimate assigned by the Ministry of Finance , an increase of 12% over the same period in 2023.

Although impressive results have been achieved in revenue collection from the NQD sector, the tax sector is still continuing to synchronously and drastically implement measures to further improve the effectiveness of tax management from this sector. The focus is on strictly managing enterprises, households and individuals doing business in the NQD sector; strengthening the fight against revenue loss in a number of new areas with much room for growth such as e-commerce, real estate, etc. Thereby, contributing significantly to the overall domestic revenue results in 2024 in the province.
