At the conference, Deputy Head of the Propaganda Department of the City Party Committee Dao Xuan Dung disseminated Directive No. 37-CT/TU dated December 6, 2024 of the Standing Committee of the Hanoi City Party Committee on implementing the Law on the Capital.
The Capital Law 2024 was passed by the 15th National Assembly on June 28, 2024 at the 7th Session. The Law takes effect from January 1, 2025 (of which 5 contents take effect from July 1, 2025).
After the Law on the Capital (amended) was passed by the 15th National Assembly at the 7th Session, Party committees at all levels, authorities, the Fatherland Front and socio -political organizations from the city to the grassroots level focused on leading and directing the organization of propaganda, dissemination and understanding of the content, meaning, role, importance, mechanisms, policies and regulations of the Law on the Capital and documents implementing the Law on the Capital.
Accordingly, Hanoi has focused on mobilizing all resources, urgently developing and completing documents to implement the 2024 Capital Law under the authority of the city. In particular, determining the development of documents to implement and organize the implementation of the 2024 Capital Law is a key task, a top priority in the leadership, direction and operation of the city.
At the conference, the City People's Committee also launched a high-profile propaganda campaign on the Capital Law (the Law takes effect from January 1, 2025), in conjunction with the propaganda of Directive No. 37-CT/TU of the Hanoi Party Committee on implementing the Capital Law and the Resolutions on implementing the Capital Law passed at the 19th and 20th Sessions of the City People's Council.

“The peak propaganda campaign will continue to create a strong change in awareness, raising the sense of law compliance of officials, civil servants, employees, armed forces, students and people in implementing the Capital Law and documents guiding its implementation” – Deputy Director of the Department of Justice Pham Thi Thanh Huong emphasized.
Prepare a detailed propaganda plan for the day the Capital Law 2024 officially takes effect
At the conference, leaders of departments, branches, districts and towns discussed in detail the assigned tasks to soon put the Capital Law 2024 into practice. At the same time, they proposed specific plans to implement a peak propaganda campaign on the Capital Law, from January 1, 2025.
In particular, Editor-in-Chief of Economic & Urban Newspaper Nguyen Thanh Loi said that Economic & Urban Newspaper has 9 publications and special pages; since November 2024, the Newspaper has issued a plan for a peak period of propaganda for the Capital Law 2024. According to the plan, right before the Law comes into effect, expected on December 31, 2024, the Newspaper will organize a discussion, invite experts to participate in an online talk show, discuss the Capital Law coming into effect, the specific provisions of the Law, the positive impacts of the Law's special and breakthrough mechanisms and policies on the development of the Capital and the people's lives...
Regarding the task of implementing a peak period of propaganda about the Capital Law 2024 when the Law takes effect from January 1, 2025 in conjunction with Directive 37-CT/TU of the Standing Committee of the City Party Committee on implementing the Capital Law, Permanent Vice Chairman of the City People's Committee Le Hong Son suggested that in the first and second quarters of 2025, units need to step up propaganda about the milestone of the Law taking effect, and the benefits and positive impacts that the Capital Law brings to the people.
Assigning tasks to departments, branches and sectors to develop a peak propaganda plan from January 1, 2025 to the end of the first quarter of 2025, Standing Vice Chairman of the City People's Committee Le Hong Son suggested that units simultaneously deploy 3 tasks on propaganda work including: organizing seminars and workshops; opening training courses on Law implementation, in which synchronously deploy the following contents: developing a set of standard documents; building a team of reporters who are experts directly developing the Law; cadres and civil servants directly participating in the development of the Law and deploying training forms suitable for each target group.
Regarding the city's press and radio agencies, Permanent Vice Chairman of the City People's Committee Le Hong Son requested that the units must make detailed plans for propaganda for the official launch of the Capital Law (January 1, 2025); in which, the forms of propaganda for the Law must be diverse, vivid, and attractive to readers.
