At the Ca Mau province bridge, comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, chaired the Conference. Delegates attending included comrades: former members of the Provincial Party Committee Standing Committee through terms residing in the communes and wards; members of the Provincial Party Committee Standing Committee; members of the Provincial Party Committee Executive Committee; members of the Provincial Party Committee Inspection Committee; leaders of departments, branches, sectors, the Fatherland Front Committee and socio-political organizations at the provincial level and equivalent. The conference connected to 67 bridges with 13,933 cadres and party members attending.
The conference listened to four key topics delivered by the leaders: Prime Minister Pham Minh Chinh presented the topic on Resolution No. 71-NQ/TW, dated August 22, 2025, on breakthroughs in education and training development; Deputy Prime Minister Le Thanh Long presented the topic on Resolution No. 72-NQ/TW, dated September 8, 2025, on protecting, caring for and improving people's health; Acting Minister of Foreign Affairs Le Hoai Trung presented the topic on Resolution No. 59-NQ/TW, dated January 24, 2025, on international integration in the new situation; and Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented the topic on Resolution No. 70-NQ/TW, dated August 20, 2025, on ensuring national energy security.
In his speech, General Secretary To Lam affirmed that the four resolutions are of special importance, of which Resolution No. 59 on international integration is the pillar, the remaining three resolutions are strategic supplements, creating a unified whole and a breakthrough for the country's development. The General Secretary requested to urgently include the resolutions in the action programs of the Central and local levels, linked with documents of Party Congresses at all levels, implemented immediately in 2025 and institutionalized at the 10th National Assembly session. To implement effectively, the General Secretary emphasized the principles: 5 consistency (politics, law, data, resources, communication); 3 publicity (goals, progress, results); 3 early (perfecting institutions, launching key projects, allocating capital); 5 clarity (work, people, responsibilities, time, results).
Regarding each field, the General Secretary pointed out: international integration is a strategic driving force, it is necessary to shift from a receptive mindset to a contributing mindset, pioneering in new fields; energy security must ensure stability, sustainability, modernity, linked to the goal of net zero emissions by 2050; education and training is a top national policy, requiring comprehensive innovation, taking quality as the axis, teachers as the key, technology as the lever; health care needs to consider prevention as the key, the grassroots as the foundation, the people as the center, moving towards a modern, digitalized system, improving life expectancy and people's satisfaction. Localities, agencies and units must quickly concretize resolutions into clear action plans, quantify goals, determine responsibilities, time, and results; at the same time, study and establish a Central Steering Committee for each resolution or a general Steering Committee to monitor and coordinate implementation.
Receiving the direction of the General Secretary, Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, affirmed that the four resolutions are strategic orientations, urgent tasks, and at the same time long-term requirements, the foundation for the cause of building and defending the Fatherland. He expressed his confidence that with high political determination and consensus of the people, the resolutions will quickly come into life, becoming a driving force to create great breakthroughs, contributing to the country's rapid and sustainable development.
