From 2021 to March 2025, the total number of villages/hamlets without mobile broadband is 3,310, of which the number of villages in the areas supported by the Vietnam Public Telecommunications Service Fund is 2,141 (in communes with extremely difficult socio -economic conditions). The total number of villages/hamlets covered by mobile broadband is 2,593, of which 1,493 are in the areas supported by the Public Telecommunications Service Program. The total number of remaining villages/hamlets without mobile broadband by March 2025 is 717. Of which, the number of extremely difficult villages/hamlets with electricity is 537; the number of villages/hamlets not in difficult areas with electricity is 63; The number of villages/hamlets without electricity (including disadvantaged villages/hamlets and non-difficult villages/hamlets) is 117 villages/hamlets.

In order to use the Public Telecommunication Service Fund to cover the depressions, the Ministry of Science and Technology submitted to the Government Document No. 08/TTr-BKHCN dated March 13, 2025 on the promulgation of a Decree guiding the Law on Telecommunications on public telecommunications activities. Villages/hamlets with electricity in extremely disadvantaged communes that have universalized telecommunications services do not have motorized roads to the village, some villages are located in mountainous areas, the distance for electricity and optical transmission is too far, so the time for telecommunications enterprises to deploy infrastructure to cover terrestrial mobile telecommunications services is prolonged.

Previously, at the National Assembly session held in November 2024, a number of National Assembly deputies were concerned about the issue of mobile coverage in remote, isolated, and low-signal areas. According to the deputies, the lack of mobile coverage in villages and hamlets caused many difficulties for people. Informing the deputies about this issue at the previous session, Minister Nguyen Manh Hung said that there were many causes for this problem; and admitted that this responsibility belonged to him.
Proposal to redirect tablet support of the "Waves and Computers for Children" Program to smartphones
The Ministry of Science and Technology said that in order to remove difficulties and obstacles regarding standards, economic-technical norms, prices of computers and tablets, and ensure the effective implementation of the "Waves and Computers for Children" Program, the Ministry has sent a document to the Ministry of Education and Training recommending basic technical criteria (configurations) for donated devices under the "Waves and Computers for Children" Program. Based on the recommendations of the Ministry of Science and Technology, the Ministry of Education and Training has worked with manufacturers and suppliers of tablet devices (Viettel, VNPT, Samsung, Lenovo, Xelex, etc.) to consult the market to develop recommended configurations. At the same time, the Ministry of Science and Technology has reviewed and drafted a Decision to amend and supplement the approval of the Program for providing public telecommunications services until 2025 and has sent a document asking for opinions from ministries, localities, and enterprises, including the proposed plan to shift the Program's tablet support to smartphone support for the beneficiaries according to the Resolution of the National Assembly (poor households, near-poor households in ethnic minority areas, and extremely disadvantaged areas without telephones).
