Deputy Prime Minister Nguyen Chi Dung requested relevant ministries and agencies to complete the review of legal regulations by July 31, 2025, in order to promptly remove bottlenecks serving the development of science and technology, innovation, and digital transformation.
This is the content of Notice No. 365/TB-VPCP dated July 16, 2025, from the Government Office , conveying the conclusions of Deputy Prime Minister Nguyen Chi Dung at the meeting to review the content and preparation for the third session of the Government Steering Committee on the development of science, technology, innovation, digital transformation, and Project 06 - summarizing the work of the first six months and implementing tasks for the last six months of 2025.
The announcement stated that the results of task implementation in the first six months of 2025 showed that ministries, sectors, and localities have made many efforts and proactively implemented Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo , Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee, and the directives of the Government, the Prime Minister, and the Government Steering Committee.
However, the progress and quality of implementation vary among agencies, with 33 tasks remaining overdue or behind schedule, including key tasks with inter-sectoral implications that affect the overall implementation progress.
The Deputy Prime Minister requested that in the last six months of 2025, the Ministry of Science and Technology continue to play its role as the standing agency of the Government's Steering Committee; and that the heads of the working groups uphold a high sense of responsibility and focus on urging the organization, implementation, and completion of tasks.

Ministries, agencies, and localities should focus on implementing assigned tasks; assign specific tasks linked to individual and collective responsibilities, especially emphasizing the role of the head; strengthen inspection, supervision, and urging of implementation, promptly identify and resolve difficulties and obstacles that arise; and proactively coordinate closely among ministries, sectors, localities, businesses, and relevant agencies in the implementation process.
The Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Home Affairs, and relevant ministries and local agencies will focus on decisively and effectively implementing and mobilizing resources to ensure the effective and substantive implementation of urgent tasks and solutions according to the set schedule; thoroughly review, synthesize, and evaluate the implementation situation, difficulties, obstacles, causes, and tasks and solutions for the last six months of 2025 to achieve the set goals, and report at the third meeting of the Government Steering Committee (July 20, 2025).
Urgently complete the key tasks that are behind schedule.
The Deputy Prime Minister requested that relevant ministries, departments, and localities seriously review and urgently complete all key tasks that are behind schedule or overdue.
The Deputy Prime Minister has set a specific timeframe for the relevant ministries, departments, and localities to implement the directives.
Specifically, before July 31, 2025: Ministries, sectors, and localities must ensure the target percentage of online public service applications submitted throughout the entire process as required by the Government, the Prime Minister, and the progress outlined in Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee.
The People's Committees of the provinces and cities of Cao Bang, Quang Tri, Tuyen Quang, and Dong Thap have completed the development, updating, and adjustment of the Action Plan for implementing the Government's Action Program to implement Resolution No. 57-NQ/TW.

The Ministry of Science and Technology has completed the National Program for the Development of Strategic Technologies and Industries, including the Project for the Development of a System of National Key Research, Testing, and Laboratory Centers, focusing on strategic technologies.
The Ministries of Health, Culture, Sports and Tourism, Agriculture and Environment, and Finance have completed the development and promulgation of programs to promote smart production and digital transformation in key sectors such as agriculture, industry, trade, finance, education, health, transportation, construction, logistics, and tourism.
The Ministry of Finance is studying and urgently supporting the completion of procedures for approving investment policies, establishing enterprises, and licensing the deployment of low-orbit satellite telecommunications services (SpaceX); and reporting the progress to the Prime Minister in July 2025.
The ministries and agencies of Industry and Trade, Agriculture and Environment, Health, Ethnic Minorities and Religion, and the Government Inspectorate have completed the task of reviewing legal regulations to promptly remove bottlenecks serving the development of science, technology, innovation, and digital transformation.
The Ministry of Agriculture and Environment has completed the task of researching general trends and experiences of several countries regarding rare earth elements to make specific assessments and development orientations for Vietnam; assessing the reserves and potential of rare earth elements and planning to ensure efficient exploitation and use to serve economic and social development; and strictly managing, exploiting, and effectively utilizing the country's mineral resources, especially rare earth elements, to develop science, technology, and innovation.
The Ministry of Education and Training has completed the plan to transfer multi-disciplinary and multi-field higher education institutions to the management of the Ministry of Education and Training.
The Ministries and agencies: Industry and Trade, Ethnic Minorities and Religion, Education and Training, Foreign Affairs, Interior, Finance, Culture, Sports and Tourism, Construction, Health, and the People's Committees of the provinces and centrally-administered cities: An Giang, Bac Ninh, Cao Bang, Dong Nai, Dong Thap, Hanoi, Ha Tinh, Khanh Hoa, Lang Son, Lao Cai, Ninh Binh, Thanh Hoa, and Tuyen Quang have completed the task of restructuring administrative procedures, providing centralized online public services on the National Public Service Portal, upgrading the information system for resolving administrative procedures, and discontinuing the ministerial-level public service portal according to the roadmap.

Ministries and agencies: Finance, Health, Education and Training, Agriculture and Environment, Industry and Trade, Foreign Affairs, Culture, Sports and Tourism, Ethnic Minorities and Religion, Government Inspectorate, and the State Bank of Vietnam are urged to promptly register their funding needs for the deployment of national digital platforms and common digital platforms in accordance with Resolution No. 193/2025/QH15 dated February 19, 2025, of the National Assembly, and submit them to the Ministry of Science and Technology for review and compilation.
Before August 31, 2025: The Ministry of Health will implement a solution to monitor healthcare facilities by linking data on electronic health records, referral slips, follow-up appointments, and test results; allowing direct access to information on VNeID from the healthcare facility's software; implementing a centralized electronic medical record solution ensuring that 100% of provincial and commune-level healthcare facilities on the list of supported centralized electronic medical record implementation have the software installed, received training, and been fully instructed on its use; and 100% of hospitals will digitally sign and confirm medical records through the VNeID application.
Report to competent authorities for approval of investment policy and technical plan for the construction of the Health Sector Data Coordination System to serve national digital transformation in the period 2025 - 2030.
The Ministry of Health, the Ministry of Ethnic Minorities and Religion, and the People's Committees of Bac Ninh, Ha Tinh, and Thanh Hoa provinces have completed the upgrading and improvement of information technology infrastructure; connecting the ministerial and provincial-level administrative procedure resolution systems with the national population database to serve the resolution of administrative procedures and public services.
The Ministry of Science and Technology has completed the task of researching and developing a system of national key research, testing, and laboratory centers focusing on strategic technologies, and has established mechanisms and policies to support and encourage individuals and organizations to carry out these activities.
Before October 31, 2025: The Ministry of Finance will report to the Government to submit to the National Assembly for approval the Law amending and supplementing the Law on Tax Administration at the 10th Session of the 15th National Assembly.
The Ministry of Science and Technology has completed its task of removing barriers related to mechanisms, policies, infrastructure, and high-quality human resources for the development of high-tech zones in Hanoi and Ho Chi Minh City.
Ensuring data is "correct, complete, clean, active, consistent, and shared."
Regarding the deployment of national and specialized databases, the Deputy Prime Minister requested that ministries, sectors, and agencies coordinate with the Ministry of Public Security to conduct a comprehensive review and assessment of the current status of the 11 databases in Plan No. 02-KH/BCĐTW of the Central Steering Committee and the 116 databases in Resolution No. 71/NQ-CP of the Government, ensuring completion on schedule and with quality according to the principles of "accuracy, completeness, cleanliness, relevance, uniformity, and shared use."

The Ministry of Public Security will preside over and coordinate with relevant ministries, sectors, and agencies to finalize the content of the Plan for the implementation of the construction of national and specialized databases, ensuring that the Plan is issued before July 18, 2025.
The Ministry of Finance instructs ministries, sectors, localities, and enterprises to organize the implementation of the regulations in Decree No. 180/2025/ND-CP dated July 1, 2025, in the process of building national databases and specialized databases.
The Government Office, in accordance with its assigned functions and duties, shall inspect and supervise the aforementioned tasks; coordinate with the Ministry of Science and Technology and relevant agencies to promptly report to the Prime Minister any arising issues that are beyond its authority.
