The whole country strives to achieve the economic growth target of 8.3-8.5% in 2025.

According to the report, in the first 6 months of the year, the national economy continued to achieve outstanding results; economic growth reached 7.52%; processing and manufacturing industry increased by 10.11%, which was the driving force for overall growth; exports increased by 14.4%; state budget revenue reached 67.7% of the estimate, up 28.3%...

However, the economy still faces many challenges such as huge pressure on disbursing public investment capital in the last 6 months of the year, slow recovery of purchasing power, and exports being adversely affected by tariff policies of some countries.

Based on the practical situation, the Ministry of Finance proposed two growth scenarios for 2025, in which it recommended choosing the high growth scenario (from 8.3-8.5%) as the management target, creating momentum for double-digit growth or more in the 2026-2030 period.

Before the expected scenario, at the conference, delegates focused on discussion. To achieve the above target, it is necessary to mobilize about 111 billion USD of total social investment capital in the second half of the year; strive to disburse 100% of public investment capital, including additional capital from increased budget revenue; effectively implement policies to unlock private investment resources, attract foreign investment capital into high-tech projects, and develop infrastructure.

Promote domestic consumption in conjunction with tourism and export development; continue to innovate institutions, reform administrative procedures, upgrade the financial market, and promote digital transformation and innovation throughout the economy.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that agreeing on the 8.3-8.5% growth scenario for 2025 is a difficult but inevitable task.

The Prime Minister requested the entire political system to be highly determined, make great efforts, take drastic actions and implement with focus and key points. In assigning tasks, it is necessary to ensure the motto of "6 clear" (clear people, clear work, clear time, clear responsibility, clear product, clear authority).

Regarding monetary policy, the State Bank needs to operate flexibly, maintain the stable VND-USD exchange rate, continue to reduce interest rates to support production, business, and create livelihoods for people. Prioritize resources and train human resources for emerging economic sectors such as green economy, digital economy, and circular economy.

Regarding fiscal policy, the Prime Minister requested to continue to expand reasonably and effectively; promote 100% disbursement of public investment capital; expand revenue sources, save expenditures; focus on completing key national projects and works.

In the agricultural sector, it is necessary to ensure food security and at the same time diversify export markets, not depending on a single market.

In the field of culture and tourism, in addition to developing the cultural and entertainment industry, the Prime Minister requested to strongly promote tourism management and promotion activities with the goal of welcoming 25 million international visitors this year.

Promote decentralization and delegation of power along with power control, minimize administrative procedures, effectively allocate resources, strengthen inspection and supervision work, and promote the role of state management at the grassroots level. Focus on economic development in the direction of "three breakthroughs" closely linked to the task of ensuring national defense and security.

Localities need to be proactive and creative, not wait or rely on the Central Government; concretize the national economic growth scenario of 8.3-8.5% into targets suitable to local conditions, linked to the responsibility of the leaders. Focus on eliminating temporary and dilapidated houses; complete the target of building social housing.

Strengthen the building of a team of grassroots cadres with sufficient capacity, closely connected to the people, close to the people, close to reality, promptly handling local issues. Focus on organizing party congresses at all levels in accordance with regulations.
