Solutions to bring Resolution 66 into life

On August 15, the University of Economics and Law, Ho Chi Minh City National University and Ho Chi Minh City Law Newspaper jointly organized the national scientific conference "Resolution No. 66-NQ/TW: Creating a breakthrough in thinking about building and enforcing laws".

Marking a fundamental change in legislative thinking

Resolution 66-NQ/TW is a document of special legal significance, in the context of digital technology, artificial intelligence and international integration reshaping all aspects of the country's political , economic and social life, including the work of law making and enforcement. Resolution 66 also marks a revolutionary turning point in legal improvement.

Associate Professor Dr. Hoang Cong Gia Khanh, Rector of the University of Economics and Law, said that the workshop is a forum for experts, scientists, managers, businesses and press agencies to exchange, analyze and propose practical recommendations with high reference value for the process of concretizing and effectively implementing Resolution 66, bringing these important orientations into life, becoming the foundation and driving force for national development.

Speaking at the workshop, Journalist Mai Ngoc Phuoc, Editor-in-Chief of Ho Chi Minh City Law Newspaper, said that Resolution 66 marked a fundamental change in legislative thinking. Instead of simply considering law as a tool for state management, the Resolution has elevated law to a tool for creating development, promoting innovation and creativity.

The Resolution has set forth the requirement to ensure that the Constitution and the law become the standard of conduct for all subjects in society. This requires change from the cadres, civil servants, and public employees who directly enforce the law.

Accordingly, this team needs to have the mindset of serving the people and creating development. When acting for the common good, fairness, transparency and efficiency in law enforcement will be significantly enhanced, creating solid trust in society.

Delegates exchange and discuss at the workshop

Delegates attending the workshop discussed and focused on three main contents, including: Innovation in law-making thinking in the spirit of Resolution 66, innovation in law enforcement thinking in the spirit of Resolution 66, and policy communication in law-making.

Inheritance and development in the new era

At the workshop, Deputy Minister Nguyen Thanh Tu emphasized that Resolution 66 was issued in succession from Resolution No. 48 of the Politburo on the Strategy for building and perfecting the Vietnamese legal system until 2010, with a vision to 2020. It inherited Resolution 27 on continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period... Therefore, Resolution 66 was issued with the nature of inheritance and development in the new era of the country.

According to Dr. Nguyen Thanh Tu, the National Assembly has issued two resolutions to implement Resolution 66. The Government has also issued a Resolution to handle the issue of zoning planning. Accordingly, the Resolution has given local authorities the initiative in socio-economic development.

With a huge and difficult workload, Dr. Nguyen Thanh Tu suggested that there needs to be cooperation and coordination between ministries and branches from the central to local levels, relevant authorities and press agencies to communicate policies, communicate laws, and bring the Resolution into life.

With the message “building and enforcing laws is the breakthrough of breakthroughs”, Resolution 66 affirms the key role of a synchronous, transparent, effective and efficient legal system.

This is not only a tool for state management, but also a direct driving force to promote socio-economic development, consolidate the foundation of the socialist rule of law state, ensure human rights and civil rights, and at the same time enhance the country's position and prestige in the international arena.
