Dr. Ta Manh Hung said that the products that Thanh Hoa police discovered were counterfeited by people who could not penetrate the public hospital system, so they did not have the documents or certificates to participate in bidding.
Among the 21 types of products seized by the police, there were four types of fake modern medicine (44 boxes of Tetracycline, 40 boxes of Clorocid, 49 boxes of Pharcoter, 52 boxes of Neo-Codion); the remaining 39,323 boxes included 17 types of fake products suspected to be oriental medicine, products with labels stating the intended use as medicine.
These 21 products are manufactured in Hanoi , Ho Chi Minh City and An Giang. The Drug Administration is coordinating with relevant agencies to clarify the main markets for these products.

Medicines are special commodities that directly affect the health and life of patients; therefore, strict management is required. The activities of manufacturing, trading, selling and using medicines must comply with the principles and standards of Good Practice stipulated in the Law on Pharmacy and related legal documents. The act of manufacturing and trading counterfeit medicines is one of the prohibited acts stipulated in the Law on Pharmacy (Article 6) and must bear criminal responsibility stipulated in Article 194 of the Penal Code 2015 (amended and supplemented in 2017). Accordingly, those who manufacture and trade counterfeit medicines can be criminally prosecuted for a minimum of 2 years in prison and a maximum of the death penalty.
To ensure drug quality, the Ministry of Health has implemented a series of pre-inspection and post-inspection activities throughout the entire process of drug production, trading and use, strengthened inspection and examination work, and issued many decisions to impose strict administrative sanctions on organizations and individuals who violate the law. The Ministry of Health and the Ministry of Public Security signed Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024, in which the two ministries will coordinate in providing information, documents, and situations related to the production, trading, import-export, distribution and circulation of drugs, including counterfeit and poor-quality drugs.
The fight against counterfeit drugs has always been one of the key tasks not only of the health sector. Implementing Directive 17/CT-TTg dated June 19, 2018 of the Prime Minister, in recent years, the Ministry of Industry and Trade, the Ministry of Public Security, the Ministry of Health and other ministries and branches through Steering Committee 389 have deployed a series of activities to prevent the production and trade of counterfeit drugs, detect and handle organizations and individuals violating the law.
Dr. Ta Manh Hung said that the Ministry of Health has issued many documents requesting the People's Committees of provinces, Departments of Health and units to strengthen the inspection and supervision of drug quality; regularly coordinate with functional agencies to fight against counterfeit drugs and drugs of unknown origin. The rate of counterfeit drugs in recent years has been below 0.1%. In 2023-2024, some localities such as Thanh Hoa, Ha Nam, Hanoi reported the discovery of a number of batches of counterfeit Tetracycline, Clorocid, Pharcoter and Neo-Codion drugs. The Ministry of Health promptly directed the Departments of Health to proactively coordinate with Steering Committee 389, Police, Market Management... to focus on fighting, detecting and promptly handling in accordance with the provisions of the Law.

Previously, on January 9, 2025, the Ministry of Health (Department of Drug Administration) and the Inspectorate of the Ministry of Health coordinated with the Department of Police Investigation of Economic and Corruption Crimes (C03), the Department of Internal Political Security (A03) of the Ministry of Public Security to hold a meeting to strengthen the fight against counterfeit drugs and drugs of unknown origin with the Department of Health of some localities such as Thanh Hoa, Ha Tinh, Ha Nam... The units agreed to continue to promote the fight against counterfeit drugs and drugs of unknown origin and strictly handle violations according to the provisions of law.
The leaders of the Drug Administration Department also recommend that before purchasing any medicine, organizations and individuals can look it up at https://dichvucong.dav.gov.vn to have full relevant information such as: manufacturer, circulation registration number.
In order to prevent, promptly detect and prevent the production and trading of fake medicines and health protection products; ensure quality, safety, effects and treatment effectiveness for users, the Ministry of Health requests the People's Committees of provinces and cities to direct local levels and sectors to seriously implement Directive No. 17/CT-TTg dated June 19, 2018 of the Prime Minister on strengthening the fight against smuggling, trade fraud, production and trading of fake and poor-quality goods in the group of pharmaceuticals, cosmetics, functional foods, medicinal herbs and traditional medicine ingredients.
In particular, direct the authorities (Steering Committee 389, Police, market management, health sector...) to launch a peak campaign to fight against fake drugs and health protection products of unknown origin, focusing on investigating and detecting establishments and subjects producing fake drugs and health protection products or focal points for gathering and distributing fake drugs and health protection products of unknown origin.
On the other hand, strengthen the inspection and examination of pharmaceutical business establishments, focusing on checking the origin of drugs and health protection products sold by the business establishments. In case of detecting drug and health protection product business establishments without valid origin, it is necessary to coordinate with the health sector to verify the origin and strictly handle them according to the provisions of law. Strengthen the monitoring and supervision of advertising and trading activities of drugs and health protection products via the internet and social networks; promptly detect violations, coordinate with local information and communication management agencies to strictly handle them according to the provisions of law.
