The conclusion stated:
At the meeting on July 17, 2025, after listening to and commenting on the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units from July 11 to July 16, 2025 (Report No. 424-BC/BTCTW, dated July 16, 2025) and the Supervision Report of the Central Inspection Committee , the Politburo and the Secretariat concluded as follows:
1. Basically agree with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units (from July 11 to July 16, 2025) submitted by the Central Organizing Committee. The Politburo and the Secretariat acknowledge and highly appreciate the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Ministry of Public Security , and the Ministry of Home Affairs for performing well in leading, directing, guiding, monitoring, and grasping the situation; commending the agencies in the political system, especially at the provincial and communal levels, for upholding the sense of responsibility, proactively and actively organizing and implementing, overcoming many difficulties and obstacles, ensuring the smooth and stable operation of the new apparatus, serving the people better and better.
2. Requesting Party committees, Party organizations, agencies and units at the central and local levels:
(1) Step up the strict implementation of Conclusion No. 177-KL/TW, dated July 11, 2025 of the Politburo and Secretariat and Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation; especially the tasks of ensuring the operation of the two-level administrative apparatus, handling administrative procedures, and providing online public services for people and businesses.
(2) Focus on completing the contents that the Politburo and the Secretariat have directed on the arrangement of cadres, facilities, working means, funding; regulations, working processes, administrative procedures; transmission lines, data, information infrastructure, etc., ensuring the new apparatus operates effectively and smoothly; review, evaluate, and ensure full implementation of the contents of decentralization and delegation of authority to provincial and communal authorities; promote the implementation of socio-economic development programs and plans, and care for people's lives; strengthen direction, guidance, inspection, and urging along the vertical lines from central ministries, branches, and sectors to communal levels; promptly handle arising difficulties and problems.
Party committees and organizations directly under the Central Committee, ministries and branches need to continue to be proactive:
(1) Strengthening information and propaganda, including streamlining the organizational apparatus, operating the 2-level local administrative unit model and organizing party congresses at all levels towards the 14th National Congress of the Party...
(2) Focus on directing the organization of party congresses at all levels on schedule, paying special attention to drafting congress documents to ensure quality and requirements. Conduct a summary and draw lessons from the organization of grassroots party congresses and model congresses at higher levels to strengthen direction in organizing well the organization of grassroots party congresses.
(3) Strengthen the grasp of information and public opinion, evaluate the effectiveness of the two-level local administrative unit model; proactively and regularly forecast the ideological situation to detect and handle arising problems early and from afar.
(4) Closely follow the reality to detect difficulties and obstacles in the operation of the new apparatus and proactively coordinate to handle them in accordance with the direction of the Politburo and the Secretariat.
Politburo members and Secretariat members must arrange and schedule time to attend the congresses of the directly superior party committees of grassroots party organizations, and the congresses of the commune and provincial party committees in the assigned areas to direct and motivate party organizations and party members, especially at the grassroots level.
The Standing Committees of provincial and municipal Party Committees shall lead and direct the strict implementation of Conclusion No. 177-KL/TW, dated July 11, 2025 of the Politburo and Secretariat:
(1) Focus on urgently completing the positions of Party committees and authorities, supplementing cadres of specialized agencies, especially the positions of secretaries and chairmen of People's Committees at the commune level that are still lacking, to be completed before July 25, 2025; reasonably allocate staff at the commune level, ensuring suitability and meeting the requirements of the tasks of the grassroots level; arrange human resources, cadres with expertise and skills in various fields at the commune level; Central Party committees (Organization Committee, Inspection Committee, Office, Internal Affairs Committee, Propaganda and Mass Mobilization Committee), the Ministry of Home Affairs, the Delegation Work Committee, etc. strengthen coordination, closely monitor, direct and guide localities in implementation.
(2) Direct the development and promulgation of complete and entire working regulations of Party committees and subordinate Party organizations, ensuring the leadership role and good coordination between agencies and units in accordance with the regulations and decisions of the Politburo and the Secretariat on the functions, tasks, and model working regulations of Party committees at all levels, especially at the places where the activities of Party delegations and Party executive committees end.
(3) Continue to increase investment in facilities and human resources to ensure the Public Administration Service Center operates synchronously, smoothly and effectively.
3. Assign the Government Party Committee to lead and direct:
(1) Review, amend, supplement or issue new regulations on organization, operation and management of associations, ensuring consistency and unity in accordance with the direction of the Politburo and Secretariat.
(2) Ministries and branches (especially the Ministries of Home Affairs, Finance, Justice, Agriculture and Environment, Education and Training, and Health) establish and continue to send working groups to localities to grasp the situation of the operation of the administrative apparatus at the commune, ward, and special economic zone levels to promptly remove, guide, and resolve problems and difficulties (to be implemented in August 2025).
(3) The Ministry of Finance shall promptly issue specific guidance documents on financial and accounting work, procedures for allocating and allocating commune and ward budgets, and on the registration and use of accounts by commune-level People's Committees and specialized agencies (to be completed in July 2025).
(4) The Ministry of Education and Training reviews and evaluates the current status of facilities, schools, and teaching staff, especially in mountainous, border, and island areas, to provide guidance and promptly resolve arising problems, ensuring good preparation for the new school year.
4. Assign the National Assembly Party Committee to advise the Politburo to adjust and supplement Conclusion No. 153-KL/TW, dated May 16, 2025 on the direction of election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in the direction of maintaining the number of vice chairmen of provincial and communal People's Councils; the number of deputy heads of committees, the number of full-time delegates working at committees of provincial and communal People's Councils when implementing the merger; after 5 years of implementation according to regulations.
5. Assign the Party Committee of the Fatherland Front and Central mass organizations:
(1) Preside over and coordinate with the Central Organizing Committee and relevant agencies to urgently study the practice, report to the Politburo and the Secretariat to decide on the arrangement of the apparatus of all socio-political organizations and mass organizations assigned by the Party and the State at the central and provincial levels to have a basis for establishing corresponding and appropriate party organizations of each socio-political organization and mass organization, ensuring the comprehensive leadership and direction role of the party organization with the socio-political organization according to Regulation No. 253-QD/TW and Regulation No. 255-QD/TW, dated January 24, 2025 of the Secretariat (complete the arrangement before August 31, 2025).
(2) Lead, direct and guide the arrangement, consolidation, merger and establishment of mass associations assigned by the Party and State at the provincial and communal levels.
(3) Preside over research and advise the Politburo on innovation and strengthening the Party's leadership over mass organizations (replacing Directive No. 17-CT/TW, dated August 28, 2012).
(4) Preside over the research and advise on amending and supplementing Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on promulgating the Regulations on organization and operation of mass organizations assigned by the Party and State at the Central level.
6. The Central Internal Affairs Commission shall preside over research, advise, and propose to the Politburo and the Secretariat to consider and decide to amend, supplement, or issue new replacement documents:
(1) Directive No. 26-CT/TW, dated November 9, 2018 of the Politburo on strengthening the Party's leadership over law enforcement agencies in investigating and handling cases and incidents.
(2) Regulation No. 11-QDi/TW, dated February 18, 2019 of the Politburo on the responsibility of leaders in receiving people, having direct dialogue with people and handling people's reflections and recommendations.
(3) Instruction No. 04-HD/TW, dated December 9, 2020 of the Secretariat guiding the implementation of Directive No. 26-CT/TW on strengthening the Party's leadership over law enforcement agencies in investigating and handling cases and incidents.
(4) Regulation No. 194-QD/TW dated May 23, 2019 of the Secretariat on coordination between the Central Internal Affairs Commission and provincial and municipal Party Committees directly under the Central Government in internal affairs, anti-corruption and judicial reform.
7. Assign the Party Central Office and the Central Propaganda and Mass Mobilization Commission to proactively review documents of the Party Central Committee, the Politburo, and the Secretariat that need to be revised, supplemented, or newly issued related to assigned functions and tasks (Official Dispatch No. 16032-CV/VPTW, dated July 14, 2025 of the Party Central Office and Official Dispatch No. 1520-CV/BTGDVTW, dated July 14, 2025 of the Central Propaganda and Mass Mobilization Commission) to include in the working program of the Politburo and the Secretariat for comments.
8. Central Party committees continue to review and propose amendments and supplements to Party regulations to ensure consistency and unity.
The Central Inspection Commission directs inspection committees at all levels to strengthen inspection and supervision of the implementation of resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and documents of the Central Steering Committee related to the organization and apparatus of the political system and ensuring the smooth and effective operation of two-level local administrative units.
The Central Party Office (through deployed digital systems) promptly and regularly notifies the list of units that have not performed well or whose work is behind schedule to urge and promote the implementation of digital transformation in the political system, ensuring progress and requirements.
