46% of belt roads completed
The Hanoi Capital Transport Planning to 2030, with a vision to 2050, has been approved by the Prime Minister. Hanoi has 7 belt roads, including 5 main belt roads (including: Belt Roads 1, 2, 3, 4, 5) and 2 supporting belt roads (Belt Roads 2.5 and 3.5).
These are all main axes, shaping Hanoi's road traffic network, creating an important premise for the even, comprehensive and sustainable development of the capital as well as localities in the Northern Delta and the whole country.

However, according to the Hanoi Department of Transport, the ring road network has not yet been formed synchronously according to the plan. Specifically, out of a total of 285.46km of 7 ring roads, the city has so far completed only 132.26km (equivalent to 46.33%); is investing in construction of 20.51km (equivalent to 7.18%); is preparing to invest in 83.26km (equivalent to 29.16%); the remaining 49.43km (equivalent to 17.33%) has not been studied for project formation.
Among the 7 belt roads, Belt Road 1 is an important urban axis connecting from East to West, passing through the central area of Hanoi, with a total length of 7.21km. However, up to now, while the sections from Nguyen Khoi - Tran Khat Chan - Dai Co Viet extending to Xa Dan - Hoang Cau have been completed, the Hoang Cau - Voi Phuc section (over 2.2km long) is still the last "knot" that needs to be resolved to complete and synchronize the entire route. The basic cause is still the congestion in site clearance.
Ring Road 2 has a closed route from Vinh Tuy Bridge - Nga Tu Vong - Nga Tu So - Nhat Tan Bridge - Dong Tru Bridge - Gia Lam underpass - Dam Quang Trung Street and back to Vinh Tuy Bridge, with a total length of 39km. Up to now, this ring road has completed 32.46km, the remaining 6.54km is in the investment and preparation phase.
The planned 68km long Ring Road 3 has been invested in synchronously with both elevated and low-lying roads from Thanh Tri - Linh Dam - Nguyen Xien - Khuat Duy Tien - Pham Hung - Pham Van Dong bridges to Thang Long bridge, with a total length of 54km, becoming the main urban traffic axis of Hanoi.
Currently, there are still 14km left on the route, corresponding to the Hanoi - Thai Nguyen - Noi Bai expressway section, without any investment projects to close the entire route. Meanwhile, the Beltway 2.5 and 3.5 projects are also being implemented in sections.
Ring Road 4 is under construction. Ring Road 5, the section in Hanoi, is planned to be 48km long, but so far only 22km has been completed, passing through Son Tay town and Ba Vi and Thach That districts.
Explaining the reason why Hanoi has only completed 46.33% of the beltway system, Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Transport said that the investment budget is very large.
For the more than 83.26km that are being prepared for investment (for 5 sections of Ring Road 3.5 and Ring Road 4 through Hanoi), public investment capital needs to be arranged at about 53,574 billion VND. Some remaining sections of the ring road have a large volume of land clearance and resettlement, especially the sections passing through existing residential areas, resulting in high investment costs, significantly affecting social stability as well as the progress of project implementation.
Quickly remove bottlenecks and soon close the beltway
Regarding the bottleneck in the Hoang Cau - Voi Phuc project on Ring Road 1, Mr. Do Viet Hung - Deputy Director of the Hanoi City Civil and Industrial Construction Investment Project Management Board said that according to the plan, the project must be completed in 2024.
However, problems in site clearance have prevented the project from being constructed throughout and have extended its implementation time. Currently, the investor is actively coordinating with the People's Committees of Ba Dinh and Dong Da districts to focus on speeding up site clearance, moving underground and above-ground structures, and trees...
To date, the Board has also completed the selection of contractors for construction packages to implement construction simultaneously with site clearance. It is expected that the road section will be basically completed in the first quarter of 2025.
On behalf of the Hanoi Department of Transport, Deputy Director Tran Huu Bao said: Based on the practical situation of difficulties in site clearance and investment capital arrangement, the Department has proposed to the city to orient the investment implementation of the remaining sections of the beltway projects.
In particular, for the Hoang Cau - Voi Phuc section of Ring Road 1, the Hanoi City Civil and Industrial Construction Investment Project Management Board will study and consider investment phases towards 2025, implementing first to complete 2 traffic intersections (intersection with Nguyen Chi Thanh Street and intersection with Lang Ha - Giang Vo Street). The completion of the remaining items of the project will continue to be implemented in the following phases.
Regarding Ring Road 2, the Department proposed that the city consider assigning the Hanoi City Traffic Construction Investment Project Management Board to study the plan to complete the Nga Tu So - Cau Giay section, including the elevated road, as a basis for implementation in the 2026-2030 period.
With 14km of Ring Road 3 not yet formed, the City People's Committee is requested to assign the Department of Planning and Investment to study and supplement it to the medium-term public investment plan for the period 2021-2025 to implement the entire route...
Regarding Ring Road 4, Mr. Nguyen Chi Cuong - Director of the Hanoi City Traffic Construction Investment Project Management Board said that, identifying this as a national key project, immediately after the groundbreaking ceremony (June 2023), the investor, consultants, contractors and localities where the project passes through have resolutely implemented the task.
Up to now, the project has basically followed the set schedule. In component project 2.1, which builds a parallel road (urban road) in Hanoi, contractors have mobilized about 600 engineers, workers and hundreds of machines... to organize 32 construction teams.
It is expected that the 13km section north of the Red River will be completed by the end of 2024; the 19km section in Hoai Duc district will also be completed by mid-2025. Contractors for other sections are also striving for similar progress.
As for component project 3 of the expressway construction investment under the public-private partnership (PPP) method, the Project Management Board is implementing steps to complete investment procedures, striving to complete the selection of investors by the end of the third quarter of 2024.
