DETERMINING THE RIGHT TIME AND SEizing The Opportunity
The victory of the August Revolution, which helped the Vietnamese people “rise up from the mud and shine brightly”, has left a deep mark on the cause of fighting, building and innovating our country throughout history. And to this day, the August Revolution still has profound practical value.

Objectively, the historical reality of 1945 shows that the successive victories of the Soviet Red Army in World War II opened up a golden opportunity for the Vietnamese revolution. On August 15, 1945, Japanese fascists announced their unconditional surrender to the Allies. That made the Japanese army stationed in Vietnam and the pro-Japanese government - Tran Trong Kim confused and mentally exhausted, at the time when the Allied forces had not yet entered our country, opening up a "once in a thousand years" opportunity for our people to stand up together to fight for power under the leadership of the Party.
But if we only rely on objective conditions, it is still not the decisive factor for the success of a revolution. It is also the crystallization and harmony between subjective factors (direct decisive factors) in the art of preparing forces, determining the right time and seizing opportunities in the August Revolution of our Party.
On March 9, 1945, Japan staged a coup against France and monopolized Indochina. On March 12, 1945, the Central Party Standing Committee held an expanded conference in Dinh Bang ( Bac Ninh ) and promptly issued the directive: "Japan and France are fighting each other and our actions". Realizing that the opportunity had come, from August 13 to 15, 1945, the National Conference of the Indochinese Communist Party officially opened in Tan Trao (Tuyen Quang) and decided to carry out a General Uprising and seize power throughout the country within just a few weeks.
The success of the August Revolution was also the rehearsal and maturity of our Party together with the people through the large revolutionary movements from the 1930-1931 revolutionary movement with the peak being the Nghe Tinh Soviet movement to the 1936-1939 Democratic movement and the 1945 anti-Japanese national salvation movement (August 1945) of our people under the leadership of a very young Party. That period proved that our Party had worked hard for 15 years through a historical journey of many difficulties, sacrifices, training and arduous struggles. From there, valuable lessons were drawn for the moment of "rescuing" the nation that had come, ready to "use our own strength to liberate ourselves".
In three consecutive years from 1939 to 1941, our Party consecutively organized three Central Conferences (the 6th, November 1939; the 7th, November 1940 and the 8th, May 1941) to discuss policy changes and strategic shifts in accordance with the historical circumstances of the country, putting the task of carrying out the national liberation revolution first.
Therefore, the strategic change carried out by leader Nguyen Ai Quoc - Ho Chi Minh and our Party reflected the maturity of dialectical thinking in properly handling social conflicts, the Party's leadership capacity had reached a level of maturity, equal to the political task and undertaking the mission of liberating the nation, liberating compatriots from the chains of slavery, to live in independence and freedom.
At the same time, the Vietnamese people prepared their ranks, accumulated experience in fighting according to the Party's creative revolutionary strategies and tactics, proactively created opportunities to carry out the General Uprising at the right time, leading the August Revolution to victory. Therefore, the victory of the August Revolution was the result of a long-term preparation process in all aspects: Organization, politics, ideology, and the art of seizing the right opportunity by our Party. Along with the persistent struggle, acceptance of sacrifices and hardships of the Vietnamese people for the independence and freedom of the Fatherland.
Throughout 78 years of leading the country since the August Revolution until now, through the turbulent periods of history, the Party has always fulfilled its noble mission of being the "Party of the people" because "apart from the interests of the Fatherland and the people, our Party has no other interests", step by step bringing Vietnam "to have the foundation, potential, position and international prestige as it is today".
Throughout the long journey, the Party has always relied on the people. The people have placed their unwavering trust in the Party, which has become an inseparable relationship that is increasingly close and intimate. The people have lived in freedom, happiness, and developed together comprehensively in all areas of social life.
CONTINUING AND PROMOTING THE SPIRIT OF THE AUGUST REVOLUTION
From August 1945 to present, under the leadership of the Party and the State through the Party's viewpoints, policies, resolutions, and directives, along with the concretization suitable to local realities by Party committees at all levels in the spirit of "unanimity from top to bottom" and "transparency across the board", the Party's resolutions and directives have entered life as a natural course; because of their correctness, goals determined in accordance with actual conditions, with "the Party's will in line with the people's will", our country has made comprehensive developments in almost all fields.
The political system has been gradually improved and developed; the socialist rule of law state has been built and perfected; socialist democracy has been increasingly promoted. The economic, cultural and social fields have also seen clear changes, meeting the material and spiritual needs of the people... Together with the whole country, the Party Committee and people of Tien Giang province have been constantly striving, overcoming all difficulties and challenges, striving to achieve the highest goals set in each congress term.
During the half-term implementation of the Resolution of the 11th Tien Giang Provincial Party Congress, term 2020 - 2025, with solidarity and high political determination, the Provincial Party Committee has focused on leading and directing all levels, sectors and localities to synchronously implement tasks and solutions for socio-economic development and achieved many outstanding achievements.
In Party building work, the Provincial Party Committee always focuses on implementing well the principles of Party organization and operation, especially the principles of democratic centralism, self-criticism and criticism. Party committees at all levels regularly pay attention to directing innovation in content and methods of operation. Propaganda work is focused on the grassroots, closely following reality and highly persuasive; regularly and continuously implementing Directive 05 of the Politburo on promoting the Study and following of Ho Chi Minh's ideology, morality and lifestyle, focusing on discovering and propagating good people, good deeds, and new factors in each field to create a spreading effect in society.
Tien Giang's economic sector has also seen positive changes. Specifically, the province's gross regional domestic product (GRDP) has been steadily increasing: in 2020 it was 98,861 billion VND, by 2022 it increased to 112,462 billion VND and is estimated to reach about 123,600 billion VND in 2023. The economic structure has changed positively, towards increasing the proportion of the non-agricultural sector and reducing the proportion of the agricultural sector. The invested works and projects are ensuring implementation on schedule according to the set plan...
To effectively implement the goals of the remaining half of the term, the entire political system in the province together with the people are making efforts and determination to achieve and exceed the targets set out in the term resolution.
