Great effort, great determination, completing a huge amount of work

At the meeting, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha presented a summary report on the implementation of Resolution No. 60-NQ/TW in conjunction with the development and completion of documents and personnel work for the 1st National Assembly Party Congress, term 2025 - 2030.

Accordingly, the National Assembly Party Committee, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the comrades in the National Assembly Party Committee Standing Committee and the cadres, civil servants, public employees and Party members have made great efforts and high determination to successfully complete a huge amount of work, unprecedented in the history of a National Assembly session, with many decisions that will be historical marks, of extremely important significance, initiating a profound institutional reform, demonstrating revolutionary innovative thinking in the organization of the political system and national governance, which is an important basis for the successful implementation of the Party's major and key policies, especially the policy on streamlining the organization and apparatus of the political system.

At the 9th Session, the National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution, 34 laws (amending and supplementing about 90 current laws and codes), and 33 resolutions with a very high approval rate. At the same time, the National Assembly Standing Committee issued a full set of resolutions to reorganize commune-level administrative units of 34 provinces and cities and to complete the personnel of the National Assembly delegations and provincial People's Councils of 23 provinces and centrally-run cities formed after the reorganization.

The Party Committee and the Standing Committee of the National Assembly Party Committee have closely led and directed the organization of party congresses at all levels towards the 14th National Party Congress and prepared the plan for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Reporting on the summary of the implementation of Resolution No. 60-NQ/TW in conjunction with the development and completion of documents and personnel work for the 1st Government Party Congress, term 2025 - 2030, Deputy Secretary of the Government Party Committee Le Thi Thuy said that the Government Party Committee, the Government and the Prime Minister have led and directed with a spirit of high concentration; innovated leadership and implementation methods with great determination and effort; proactively grasped the situation and practical requirements to direct and operate decisively, synchronously, flexibly and promptly with the spirit of not delaying any work.

The Party Committee of the Government has paid special attention to the work of building and perfecting the institution on the organization of two-level local governments, closely coordinating with relevant agencies to implement, ensuring unity, synchronization, caution, thoroughness and meeting the requirements on progress and quality. The Government has submitted to the National Assembly for amendment, supplementation and promulgation of 28 laws; the Government has issued 28 decrees and ministries and ministerial-level agencies have issued 51 circulars within the scope of sectoral and sectoral management on decentralization, delegation of power and assignment of authority when operating the two-level local government model, ensuring that legal provisions are complete, there are no "legal gaps" or "legal conflicts" in implementation, ensuring full conditions for the two-level local government model to officially come into operation from July 1, 2025.

The leadership and direction of the organization of Party Congresses at all levels towards the 1st Government Party Congress was carried out seriously, in accordance with regulations and ensuring progress according to the general plan. The preparation of documents and personnel was carried out to ensure progress, close to the content requirements according to the direction of the Politburo and the practical situation.

Research and monitor the implementation of resolutions on political system arrangement

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the 11th Conference of the 13th Party Central Committee decided on many important issues related to the work of the Government and the National Assembly; continued to reorganize the apparatus of the political system, reorganize administrative units, organize the implementation of two-level local government, and prepare for the 14th National Congress of the Party...

According to the Prime Minister, over the past time, the Government and the National Assembly have completed a huge amount of work, both restructuring the country and proposing solutions to promote growth, ensure macroeconomic stability, control inflation, especially actively negotiating tariffs with the United States. The Prime Minister also assessed that the National Assembly had successfully organized the historic 9th Session when it issued the largest number of laws and resolutions ever, contributing to removing institutional bottlenecks to serve growth. In addition, the laws and resolutions to institutionalize the Politburo's resolutions were built and issued in a short time, quickly and concisely but in accordance with legal procedures and processes, received support from the people and businesses and are being effectively implemented.

Reviewing the outstanding results, the Prime Minister emphasized that the coordination between the National Assembly and the Government has been getting better and better in the spirit of solidarity, unity, consensus, comradeship, unanimity, and synchronization, so despite the huge amount of work requiring a lot of time, it has been completed with high quality.

Stating that the 12th Conference of the Central Executive Committee will be held in the coming time with a new spirit, new goals, new tasks, new vision, new actions in the new revolutionary period, the Prime Minister said that it is necessary to focus on evaluating the implementation of Resolution No. 60-NQ/TW to inherit and promote good results and good experiences; any issues that have not been achieved should be learned from, especially lessons in leadership, direction, and coordination work to make them closer and more effective.

The Prime Minister requested the National Assembly Party Committee to continue to lead and direct the implementation of 9 key tasks; in which, promoting the work done in the past time, especially the sense of responsibility, dedication, and service to the people of the National Assembly, the National Assembly Party Committee, and comrades in the Standing Committee of the National Assembly Party Committee.

The National Assembly's functional agencies proactively develop and implement a monitoring program, including studying and organizing the monitoring of contents directly related to the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of the political system within their functions, tasks and powers.

Along with that, issue specific plans for thematic supervision; implement solutions to feedback and recommendations from agencies in the political system, people, and businesses related to the functions, tasks, and powers of the National Assembly.

In addition, the leaders and the National Election Council and the National Assembly Standing Committee continue to strengthen the personnel of advisory units, issue guidelines on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; provide guidance on determining the expected structure and composition of the number of candidates nominated for election as National Assembly deputies and People's Councils at all levels; coordinate with agencies in the political system to ensure good preparation and successful organization of the election.

The National Assembly Party Committee continues to implement and resolve recommendations according to Conclusion 148-KL/TW dated April 8, 2025 of the Politburo and Secretariat on the results of the inspection of a number of key work topics in 2025 of the Politburo and Secretariat.

The Prime Minister noted that it is necessary to do a good job of internal solidarity, assigning tasks and responsibilities within the agency in the spirit of all for the people, for the Party's cause, for the national and ethnic interests; coordinate with relevant ministries, departments and branches, including the Government, to review the team of cadres participating in the election for positions, especially positions in the National Assembly and People's Councils at all levels. The Government and the National Assembly need to coordinate more closely and effectively, bringing practical benefits to the country and the people must enjoy the results.

There are instructions for immediate implementation of passed laws and resolutions.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man assessed that in the context of a huge workload, many difficult, complicated, and newly arising issues; the number of cadres, civil servants, public employees, and workers affected by the organizational arrangement is relatively large, the arrangement of cadres, handling of public assets, etc. is not simple, requiring resources and time to implement, but the Government has basically completed the assigned tasks.

The National Assembly Chairman stated: The leadership and direction of the General Secretary and Prime Minister have spread to ministries, branches and localities. The leadership, direction, dissemination and implementation of resolutions, directives and conclusions of the Politburo and the Secretariat have been serious, methodical and of high quality; creating consensus among ministries, branches, agencies and units. In particular, the Government Party Committee has disseminated the spirit of: working while perfecting regulations and statutes, ensuring that activities take place normally; linking the implementation of the task of economic and social growth and development with the rearrangement of the organization and staff apparatus; the proactiveness of the Government and ministries is very high.

Sharing the difficulties and work pressure of the Government in recent times, the National Assembly Chairman said that the workload is very large, important, difficult, complicated, sensitive and many of the tasks are unprecedented; requiring speed, ensuring quality, running and lining up at the same time, so it is inevitable that there will be problems, and it is impossible to foresee all the "multi-faceted" practical problems.

The National Assembly Chairman suggested that in the coming time, the Government Party Committee, the Standing Committee of the Government Party Committee and affiliated party organizations continue to lead and direct the implementation of Resolution No. 60-NQ/TW, first of all, organizing the 1st Government Party Congress.

Along with that, continue to regularly listen, synthesize, and handle local problems more effectively and promptly. The Government continues to provide guidance on the immediate implementation of laws and resolutions passed by the National Assembly; note that laws and resolutions expected to be passed at the 10th Session (October 2025) must be carefully and comprehensively anticipated, and not have to be revised again and again.

The National Assembly Chairman also requested the Government Party Committee to continue reviewing and handling wasteful projects and works; managing assets when rearranging agencies, organizations and units; reviewing and handling projects and works that are behind schedule and due to other reasons to have resources to focus on socio-economic development.

At the same time, the Government continues to lead and direct ministries, branches and localities to ensure smooth and effective operations, avoiding congestion and interruptions that affect public service activities, handling administrative procedures, and providing online public services to people and businesses.
