Administrative reform in Dien Ban town

Determining that administrative reform (AR) plays a particularly important role in local economic and social development, in 2023, the Town Party Committee - People's Council - People's Committee of Dien Ban town paid attention to leading, directing and implementing the PAR program synchronously and effectively in all sectors and fields from the town to the grassroots.

Effective models

In early December 2023, Mr. Nguyen Huu Tho (residing in Hoa Xuan ward, Cam Le district, Da Nang city) went to the Reception and Result Delivery Department of Dien Minh ward to contact to resolve land procedures. After only a short time, all procedures were resolved quickly and smoothly.

Mr. Nguyen Huu Tho said: "When doing the documents and procedures at the reception and result delivery department of Dien Minh ward, I was enthusiastically and thoughtfully guided by the staff in charge, the procedures were resolved quickly and on time."

In order to create the most convenience for people to come to work, in addition to arranging high-speed internet access points, at the Reception and Results Department of Dien Minh Ward, all information on administrative procedures under the one-stop mechanism, fee collection levels are publicly posted so that organizations and citizens can conveniently look up. At the same time, people can monitor the quality of work settlement as well as the spirit, attitude and responsibility of ward officials.

Mr. Nguyen Thanh Tam - Vice Chairman of Dien Minh Ward People's Committee, said: "Dien Minh Ward People's Committee has invested in facilities, upgraded transmission lines, and purchased equipment to serve people in performing administrative procedures via the network environment quickly and effectively."

The survey shows that in communes and wards, the one-stop shop and one-stop shop mechanisms are implemented in the town, in some areas such as land administration, environment, basic construction, civil status, labor and war invalids, and the receipt and settlement of citizen petitions are in accordance with regulations. Most procedures are resolved on time, and the collection of fees and charges is in accordance with regulations of the Ministry of Finance .

At Vinh Dien Ward People's Committee, maintaining the implementation of the Youth Volunteer Team to help organizations and individuals submit applications online through the model "Citizens do not write" and the model "Wednesday without appointment" has brought positive results.

In 2023, the rate of online records generated by Vinh Dien Ward People's Committee reached 850 records; of which 834 records were processed on time and before the deadline, a rate of 99.88%, 15 records were within the processing deadline, the rate of online records generated by the ward was 91.41%, higher than the level set by the town.

Improve public service efficiency

With the viewpoint of taking the satisfaction of people and business organizations as a measure of the effectiveness and quality of administrative reform work, up to now, the administrative reform activities of the town have been put into order, contributing to increasingly better serving people and businesses in the area.

As of the end of November 2023, at the town's One-Stop Department, the total number of received records was 17,611, of which 462 were online, 14,982 were direct/public postal services, 2,167 records were transferred from the previous period, the rate of records resolved before and on time was 78.88%.

At the commune and ward one-stop-shop departments alone, the total number of received records was 10,532. Of these, 5,540 were online, 4,679 were in person, 313 were transferred from the previous period; 10,007 were resolved, 9,668 were ahead of schedule; 112 were on schedule; 217 were late; the rate of records resolved before and on schedule was 97.8%; the rate of online records was 52.6%.

The reform of the state administrative apparatus is focused on by the Town People's Committee. Dien Ban continues to streamline the apparatus, consolidate the organization and apparatus of the government at all levels to ensure stable and effective operations.

Timely implement regulations on decentralization, management of organizational apparatus, job positions, civil servant payroll of administrative organizations, number of employees in public service units, issue decisions of the Town People's Committee regulating functions, tasks and organizational structure of specialized agencies when there are regulations of central ministries, branches and instructions of the Provincial People's Committee.

According to Mr. Huynh Quang Trung - Head of the Organization Committee of Dien Ban Town Party Committee, recently, the implementation of regulations of the Provincial Party Committee, Provincial People's Committee, Town Party Committee on procedures for mobilizing, transferring, appointing, and reappointing leaders and managers of specialized agencies, affiliated public service units, communes and wards has been strictly implemented, in accordance with regulations, ensuring the requirements of stability and development, closely linked with the work of planning, training and arranging and using cadres. At the same time, discipline, administrative discipline and public service culture have also been concerned and promptly rectified.

In particular, through administrative reform activities, it has contributed to creating an increasingly open investment and business environment, and people are truly satisfied when coming to contact work at the local government,” said Mr. Trung.
