Chairman of the Provincial People's Committee Bui Van Khanh signed and issued Plan No. 11/KH-UBND on implementing key tasks and solutions to improve the business environment (MTKD) and enhance the competitiveness of Hoa Binh province in 2024.

In 2023, GGS Vietnam Co., Ltd. (Da River left bank industrial park - Hoa Binh city) overcame difficulties to stabilize production and business.
The Provincial People's Committee sets out the following goals: Strongly improve the quality of the business environment, promote investment attraction in the province; focus on improving the provincial competitiveness index (PCI); create a healthy competitive environment, rapidly increase the number of newly established enterprises and cooperatives; reduce the rate of temporarily suspended enterprises; promote the removal of difficulties and obstacles for people and enterprises, reduce input costs and costs of legal compliance in investment and business activities.
To achieve the goal, there are 9 tasks and solutions set by the Provincial People's Committee:
(1) Strengthen the responsibility, proactiveness and timeliness of departments, branches, sectors and agencies assigned to act as focal points to monitor the improvement of component indicators and sub-component indicators...
(2) Focus on developing and implementing promptly and effectively the Plan for implementing the Master Plan (MP) of Hoa Binh province for the period 2021-2030, with a vision to 2050. Urge districts and cities to establish, adjust and approve district-level construction plans, general urban plans, zoning plans and detailed construction plans with the aim of covering most areas to create a basis for attracting investment. Review and adjust district-level land use plans for the period 2021-2030.
(3) Focus on implementing solutions to improve the business environment and enhance competitiveness. Proactively grasp the situation, promptly resolve difficulties and obstacles, create favorable conditions for enterprises and investors to develop production and business and accelerate the progress of investment projects, especially key projects. In addition, it is necessary to improve the quality of investor selection in conjunction with reviewing and revoking slow-to-implement projects, projects that are not implemented, projects with signs of land retention, waiting for opportunities to transfer, and projects that violate the provisions of law.
(4) Enhance the role of local Party committees and authorities, promote the role of leaders in propaganda, create consensus among people for project implementation, and at the same time support investors in compensation and site clearance, promptly complete projects, promote investment capital efficiency, and create trust for people in the project area.
(5) Continue to review and adjust coordination regulations between agencies and units, towards simplifying administrative procedures, creating an open environment for people and businesses; promote decentralization and delegation of power in state management associated with individualizing the responsibilities of leaders.
(6) Improve transparency; build a Business Support section on the provincial electronic information portal; DDCI fanpage of departments/sectors and localities. Strengthen online bidding as well as apply information technology in handling administrative procedures and the needs of investors and businesses.
(7) Closely review and improve the quality of staff, especially at the Provincial and District Public Administration Service Centers, departments, branches, divisions, and offices that regularly contact enterprises and investors; innovate the working style of each cadre and civil servant (CB, CC), each unit, and the method of assessing the quality of CB, CC to improve the responsibility and working attitude of the staff who directly contact and work with investors and enterprises; seriously and resolutely replace those who do not have the capacity, qualifications, and qualities; strictly implement the discipline and order of civil servants in the performance of public duties.
(8) Do a good job of propaganda to civil servants, public employees and officials in improving the business environment and enhancing provincial competitiveness. Promote the role and responsibility of leaders, set an example in properly performing assigned duties and tasks; regularly check and urge subordinates to perform their tasks.
(9) Enhance the role of the Provincial Business Association in assessing the implementation of investment support policies, promptly providing feedback on mechanisms and policies related to business development; disseminate to member businesses about the province's efforts to improve the business environment to have an objective assessment of the annual Business Environment Improvement Index.
In the Plan, the Provincial People's Committee has specifically assigned departments, branches, sectors, and People's Committees of districts and cities to perform tasks.
