Banning gasoline motorbikes, Hanoi will put mini buses running in beltway 1

Hanoi Department of Construction informed that mini buses with 8-12 seats will be on the road to increase accessibility to people in the Ring Road 1 area, gradually eliminating the use of gasoline motorbikes.

At the recent seminar "Converting gasoline motorbikes in the inner city: For a green Hanoi ", Mr. Dao Viet Long, Deputy Director of Hanoi Department of Construction informed that there are currently 6.9 million motorbikes in Hanoi and approximately 1.5 million motorbikes from other provinces regularly operating.

Of these, 70% are old cars, motorbikes account for 95% of the total number of road motor vehicles. These vehicles generate large amounts of pollutants such as HC, CO, NOx and PM10 fine dust, accounting for 58–74% of total traffic emissions in Hanoi.

Prime Minister's Directive 20 requires promoting solutions to reduce emissions. Accordingly, the Hanoi People's Committee assigned the Department of Agriculture and Environment to coordinate with relevant units to develop a detailed plan for approval before July 25, 2025. After promulgation, the expected roadmap shows that from July 1, 2026, Hanoi will officially ban the circulation of motorbikes and scooters using fossil fuels (gasoline, oil) in the inner city of Ring Road 1.

Preparation measures include supporting the conversion of old cars to electric vehicles, deploying appropriate public transport and building suitable infrastructure.

It is noteworthy that Hanoi is studying and testing minibuses (8-12 seats) in the Ring Road 1 area to increase the density of stops, making it easier for people to access. According to Mr. Phan Truong Thanh, Head of the Finance and Investment Department, Department of Construction, the goal is to create a suitable public transport service, helping people easily switch from personal vehicles to public transport.

This small vehicle has the advantage of high frequency, flexible operation on small routes, easy access to alleys and deep lanes. This is a reasonable transition route before stopping the operation of gasoline motorbikes.

In addition, we also have support policies for businesses such as green vehicle manufacturing and assembling businesses. For businesses in the transport and public transport business, there will be a mechanism to support loan interest rates so that businesses can borrow preferential capital, or policies related to investing in green transport infrastructure, to address concerns about charging stations. This is our top priority because if we want to develop green transport, meeting infrastructure requirements is very important," Mr. Long informed.

However, the challenge is big: how to support people, especially low-income groups, so that they are not overly affected when forced to change their means of transport? Organizing a minibus network that is efficient, economical, and suitable for travel habits, or building enough charging infrastructure... are steps that need to be closely monitored.

This is an important basis for Hanoi to promote low emission zone policies and switch to green transportation in the coming time. Experts also said that replacing old vehicles with electric vehicles or standard vehicles can help reduce 35-40% of CO and HC emissions, while improving air quality and saving energy.
