Decision 144 of the Politburo on revolutionary ethical standards of cadres and party members in the new period not only guides actions but also creates the basis for all activities of cadres and party members to aim for honesty and exemplary behavior; thereby building a team of exemplary cadres and party members, strengthening the people's trust in the Party and State...

Decision 144 consists of 6 articles with 21 points, the content is very concise and specific, comprehensively covering the regulations that civil servants and public employees must implement towards the People, the Party, and the Fatherland, as well as the requirements on the moral qualities of civil servants and public employees. These are important standards for each civil servant and public employee, from strategic and high-level cadres to grassroots cadres to implement; the basis for evaluating the qualities, personality, attitude, and behavior of civil servants and public employees, and an example for each civil servant and public employee; especially those holding positions to self-reflect, self-correct, and self-train themselves. At the same time, it serves as a basis for Party committees at all levels to select and supplement civil servants and public employees with virtue, talent, and who have the heart and capacity to carry out revolutionary tasks in the current historical period.

The Provincial Party Committee's Organizing Committee announced decisions on appointing and transferring cadres of the unit.

Notably, Article 1 of Decision 144 clearly states: “Love the country, respect the people, be absolutely loyal to the Party and the Fatherland”. Accordingly, civil servants and public employees must respect, trust, be close to and closely attached to the people; whatever is beneficial to the people must be done with all their might, whatever is harmful to the people must be avoided at all costs. “Be dedicated, responsible, dedicated, and strive to best complete assigned tasks, have the will and determination to successfully carry out the renovation process led by the Party, contributing to building a rich, prosperous, civilized and happy country”. These are the qualities that every civil servant and public employee must have; covering the most specific issues for each civil servant and public employee to strive to complete their tasks at their agencies and units…

In the current context, the situation of a number of cadres and Party members degenerating in political ideology, ethics, and lifestyle, showing signs of "self-evolution" and "self-transformation", has undermined the people's trust. Since the beginning of the 13th Party Congress, many leading cadres, including high-ranking leaders, have been disciplined for seriously violating regulations on what Party members are not allowed to do, violating regulations on setting examples... It is necessary to set higher requirements for the spirit of self-awareness in training and cultivating revolutionary ethics of the contingent of cadres and Party members. Decision 144 continues to affirm the Party's determination in Party building and rectification, aiming to perfect the revolutionary ethical standards of each cadre and Party member to "self-reflect", "self-correct", constantly cultivate and train ethics, professional expertise, and capacity to meet the requirements of tasks in the new situation.

Decision 144 is a step to concretize Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling officials and party members who have degraded political ideology, ethics, and lifestyle, and who show signs of "self-evolution" and "self-transformation". At the same time, it affirms the special attention of the Central Committee on the importance of Party building in terms of ethics, especially in the context that our Party is promoting the prevention and fight against corruption and negativity, building and rectifying the Party and the political system to be truly clean and strong, so that our Party "is ethical and civilized".

The important and core thing in implementing Decision 144 is to make each cadre and party member truly deeply imbued with this regulation; revolutionary ethics becomes a distinctive and outstanding feature of cadres and party members; becomes a sharp weapon, overcoming all challenges and temptations, repelling all risks of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party; promoting the building and strengthening of the foundation of ethics, social culture, making Vietnamese culture and people truly become an endogenous strength, a driving force for national development and protection.

Each Party Committee, Party organization, cadre and Party member must always raise awareness of the importance of Decision 144, grasp it firmly and deeply; focus on the role and responsibility of Party cells and Party committees; especially the head of the Party Committee in the process of disseminating and organizing implementation. Each cadre and Party member must voluntarily study, strive, cultivate, practice, "self-reflect", "self-correct" according to revolutionary ethical standards; step up propaganda among the people, so that the people clearly perceive the Party's political determination in the work of building and rectifying the Party and the political system; fight against corruption and negativity; build a truly clean, strong and comprehensive Party and political system; actively participate in supervising the implementation of revolutionary ethical standards by cadres and Party members; fight to eliminate viewpoints and behaviors that are contrary to revolutionary ethics and communist ethics...
