The Office of the President held a press conference this afternoon to announce the President's order promulgating the laws passed by the National Assembly at the 9th session.

At the press conference, Senior Lieutenant General Hoang Xuan Chien introduced the Law on Participation in United Nations Peacekeeping Forces.

Accordingly, the forces participating in UN peacekeeping operations include: Armed forces officers, professional soldiers, defense workers and civil servants, non-commissioned officers, soldiers and units under the Ministry of National Defense; professional and technical officers, non-commissioned officers, police workers, soldiers and units under the Ministry of Public Security .

In addition, there is a civilian force of cadres, civil servants and public employees equipped with technical and professional means to carry out United Nations peacekeeping missions.

Fields of participation include: staff, logistics, engineering; engineering, infantry, reconnaissance, security, transport, military medicine, military control; military observers; information, communications, media; police; election observation and supervision; policy making, health, law and other civil fields; other fields as requested by the United Nations.

Regarding authority, the National Defense and Security Council decides on the assignment, adjustment, extension of working terms, and withdrawal of armed forces; the Prime Minister decides on civilian forces; the Minister of National Defense and the Minister of Public Security decide on the withdrawal of forces in emergency cases and the extension of working terms for forces under their authority that are currently performing tasks in the area.

Regarding selection, training and education, Senior Lieutenant General Hoang Xuan Chien stated that the forces participating in peacekeeping activities are selected from agencies and units under the Ministry of National Defense, the Ministry of Public Security and ministries, departments, branches and localities according to regulations on conditions and selection criteria for forces under their management, meeting the requirements of the United Nations.

Vietnamese forces participating in UN peacekeeping operations are trained, coached, and fostered in peacekeeping knowledge, professional expertise, and pre-deployment training according to UN programs; trained and fostered in foreign languages, gender equality, and other skills; and participate in UN peacekeeping training courses.

Regarding the regime and policies, according to the leader of the Ministry of National Defense, the law stipulates the State's policy on building a Vietnamese force participating in peacekeeping activities that meets modern, professional requirements and is in accordance with United Nations standards; encourages and prioritizes female participation; prioritizes the development of human resources, technical equipment and weapons, and professional technical means to meet the conditions for performing tasks participating in United Nations peacekeeping activities.

Vietnamese forces participating in United Nations peacekeeping operations during their overseas missions are entitled to salary, allowances and other preferential regimes and policies in accordance with Vietnamese law and United Nations regulations.

Expanding civilian participation in United Nations peacekeeping operations

At the press conference, VietNamNet reporters asked the leaders of the Ministry of National Defense about the new regulations of the law on sending forces outside the Army and Police to participate in UN peacekeeping activities and specific policies for these forces.

Senior Lieutenant General Hoang Xuan Chien said that currently, at the missions, the need for reconstruction is fundamental. This means that they are devastated by war, conflict, and disaster, so the issue of infrastructure reconstruction, serving people's lives, and infrastructure is very important. This is the need, the "task" to do this.

Over the past 11 years, Vietnam has sent more than 1,100 officers and staff in two types of individuals and units under the Ministry of National Defense and the Ministry of Public Security to missions.

The individual type is responsible for observer positions, logistics, medical tasks, and participation in social security issues. The unit type includes level 2 field hospitals and engineering teams. In the future, the Ministry of Public Security will send police forces to join the United Nations police force. These are very necessary positions for reconstruction in the mission areas.

Regarding the expansion of the civilian force, according to Senior Lieutenant General Hoang Xuan Chien, officers and experts in the fields of transport, health, education, communications, and law can join the peacekeeping force. However, they must meet the criteria of the United Nations and Vietnam's preparation.

"Currently, Vietnam has no shortage of human resources, and the legal corridor has been opened for implementation in the future. This demonstrates Vietnam's responsibility to the international community, diversifying the forms, subjects, and types of participation in UN missions," the General stated.

Regarding policies and regimes, the Deputy Minister of National Defense emphasized that the Party and State always pay attention to forces performing special tasks in difficult and arduous positions, especially forces far from the Fatherland and facing many risks. Since 2016, Decree 162 has been in place, and most recently, the Prime Minister also signed Decree 07 supplementing a number of policies and regimes for peacekeeping forces.

The Ministry of National Defense, together with the Ministry of Public Security, has developed Circular 32 to ensure basic policies and regimes with special elements that are more attractive than those of domestic forces.

Senior Lieutenant General Hoang Xuan Chien said he had met with agencies and deployed units to coordinate with ministries, departments and branches to develop decrees to ensure regimes and standards for the force suitable to the conditions and reality of Vietnam.

By the time the Law on Participation in United Nations Peacekeeping Forces comes into effect (from January 1, 2026), a decree regulating the regime and policies will be issued.
