Overview of the Hung Vuong extended road project worth over 90 billion VND, unfinished after many promises

The contractor has repeatedly committed to returning to construction to soon complete the Hung Vuong road project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone (Hung Vuong road extension). However, to date, the project remains unfinished after many years of implementation.
Recently, public opinion has been upset because the Hung Vuong extended road project is behind schedule, greatly affecting traffic, socio-economic development and people's lives.
Mr. Tran Viet Dung - a delegate of the People's Council of Quang Tri province, belonging to Trieu Phong district, said that this road belongs to the Basic Infrastructure Project for Comprehensive Development of Quang Tri province, passing through Trieu Ai commune (Trieu Phong district). The district People's Committee has handed over the site to the construction unit since 2022, but up to now the road is still unfinished.
According to Mr. Dung, the delay in construction not only affects the travel of people in the area, but also causes difficulties in propaganda and mobilization of people and limits the socio-economic development of the locality.
Mr. Nguyen Thanh Binh - Director of the Quang Tri Province Construction Investment Project Management Board said that the Hung Vuong extended road project has a total length of nearly 4.2 km. The project includes 2 routes, the main route is Hung Vuong road and the branch route is Bao Dai road.
The Hung Vuong extended road project is invested by the Department of Planning and Investment with a total investment of 93 billion VND, signed a contract in December 2020, and implemented within 22 months. During the implementation process, the authorities have completed the handover of 2.1/2.1 km of Hung Vuong road, which is qualified for construction, but the implementation of the construction is slow.
On July 11, answering questions at the 26th session of the Quang Tri Provincial People's Council, Mr. Nguyen Thanh Binh - Director of the Quang Tri Provincial Construction Investment Project Management Board said that the reason for the project's slow construction was due to the impact of the Covid-19 pandemic, escalating material prices and financial difficulties... Mr. Binh said that the contractor committed to simultaneously start construction on July 20 and that the project would be completed and put into operation by September 30, 2025. According to Dan Viet reporters' investigation, the contractor had previously promised and committed to constructing and completing this road soon.
Mr. Truong Thuan Ai, head of Tan Kien village, Trieu Ai commune - where the project passes through, said that to construct the bridge, the contractor filled the soil, blocking the Su stream. Every time it rains heavily, the water cannot drain quickly, causing flooding upstream. For this reason, about 2 hectares of rice fields of farmers in Tan Kien village that were about to bloom were submerged after the heavy rain on July 17 and 18. "The rice fields will bloom soon, if it continues to rain heavily, the Su stream is still blocked, causing flooding, then we farmers are at risk of losing the entire Summer - Fall crop," said Mr. Ai.
According to Mr. Ai, the contractor leveling the ground and then "leaving it there" also makes it extremely difficult for people to travel. "Whenever it rains, we stay home," Mr. Ai shared. In the photo, the construction unit has blocked the Su stream, narrowing the flow. Mr. Truong Hao and his son, living in Tan Kien village, Trieu Ai commune, had a lot of difficulty rowing a boat through this section.
Mr. Nguyen Thanh Binh - Director of the Quang Tri Province Construction Investment Project Management Board said that in the latest contract negotiation between the board and the contractor, there is a clause that if the progress continues to not be guaranteed, the Quang Tri Provincial People's Committee will be reported to request permission to stop cooperation to find another qualified contractor.
Mr. Nguyen Chien Thang - Permanent Vice Chairman of the People's Council of Quang Tri province said that the extended Hung Vuong road is of great importance to the province, connecting Dong Ha city with Trieu Phong district. This is the desire not only of Trieu Phong people, but also of local people to have favorable conditions for travel, so the progress must be accelerated and completed as committed.
