STO - Currently, the Tax Department of Soc Trang province has been promoting propaganda for taxpayers to update and change tax registration information, standardize personal tax code data, to ensure synchronization of tax management data with the national database on population, and move towards using personal identification codes instead of tax codes.

“The goal of reviewing and standardizing personal tax code data is to ensure full and accurate updating of 3 pieces of information: full name; valid citizen identification number or identity card or identification number for individuals who do not have a citizen identification card/identity card; date of birth of the individual into the tax code data to synchronize with the national population database. Ensure that each individual is given a unique tax code to use throughout his or her life. Dependents of individuals are given a tax code to reduce family circumstances for personal income taxpayers” - said Mr. Nguyen Viet Thong - Deputy Director of the Tax Department of Soc Trang province.

Accordingly, the subjects of personal tax codes that need to be reviewed to serve the conversion of identification codes into tax codes are: tax codes of individuals with Vietnamese nationality, individuals with income subject to personal income tax who are dependents according to regulations; individuals with obligations to the state budget according to the provisions of law on taxes, fees, charges and other amounts belonging to the budget; individuals representing business households using 10-digit tax codes to declare tax obligations of individuals representing business households.

For organizations and enterprises that are income payers (hereinafter referred to as payers), compile a list of individuals and dependents to register for changing tax code information from ID card to citizen ID card, ensuring completeness and accuracy of the above 3 information cases. Then log in to the electronic tax account to look up the list of individuals whose tax registration information needs to be checked, including "Look up data for the list of taxpayers whose information needs to be checked through the payer" and "Look up data for the list of dependents whose information needs to be checked through the payer". In case there is a list that needs to be reviewed, the review shall be classified according to the following subjects: For individuals and dependents who have registered for tax codes via ID cards, have a citizen identification card but have not updated their tax codes, the paying organization shall compile the list and register to change tax code information from ID cards to citizen identification cards, and at the same time update the information of full name and date of birth (if there are any errors). For individuals and dependents who have registered for tax codes via citizen identification cards, the paying organization shall deploy to the employees at the unit to review the information of full name, date of birth, citizen identification number. In case of errors, register to change tax code information.

In case of incorrect personal name, dependent name or tax code issued via ID card with additional characters such as STR, if the system does not support updating information changes via the paying organization electronically, the paying organization shall compile the dossier according to form 05-DK-TH-TCT (for individuals) or form 20-DK-TH-TCT (for dependents) issued with Circular No. 105/2020/TT-BTC of the Ministry of Finance and attach relevant documents to submit directly to the tax authority managing the paying organization. In addition, for dependents under 14 years old, the paying organization shall note to register or update changes in tax registration information via personal identification code (if any) to better serve the synchronization with the National Population Database.

For other individuals (not in the case of registering to change information through the paying organization), they can proactively check their tax code registration information in 2 ways: register for an electronic tax account for individuals, then log in and click on Tax registration → Change information → the system will display the tax registration information of the individual currently registered with the tax authority; or look up the tax code information of the individual at the website https://www.gdt.gov.vn (taxpayer information lookup section).

In addition, for individuals who already have an electronic tax account, they can declare changes to tax registration information on the electronic tax page. For individuals who do not have an electronic tax account, they can declare changes to tax registration information directly with the tax authority.

To facilitate and quickly review and declare changes to personal tax codes, tax authorities encourage individuals to register for an electronic tax transaction account to proactively look up information and not have to submit documents directly to the tax authorities. At the same time, electronic tax transaction accounts are also used for other services such as declaring and settling personal income tax, leasing non- agricultural assets, registration fees, paying taxes via the etax mobile application, etc.

Comrade Nguyen Viet Thong emphasized that the standardization of tax code data with personal identification codes aims to concretize the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, vision to 2030" (Project 06); moving towards switching to using personal identification codes instead of tax codes. This is a very necessary task, so the Soc Trang Tax Department hopes that taxpayers in the province will proactively convert as soon as possible.
