Many solutions are needed to develop Party members in rural areas.

The Party Committee of Phìn Hồ commune (Nậm Pồ district) discusses solutions for developing new Party members.

Despite achieving many encouraging results, with the number of new party members annually meeting the targets set by the District Party Congress Resolution and the provincial targets, the Nậm Pồ District Party Committee objectively acknowledges that the development of party members in the locality still faces many challenges. In particular, there is an imbalance between rural areas and agencies, units, schools, health stations, etc. Statistics show that out of nearly 400 party members admitted from 2022 to the present, only over 20% are from rural areas.

Mr. Tran Dinh Nhuan, Head of the Organization Department of the Nam Po District Party Committee, said: There are many reasons that directly affect the current situation, but mainly it is due to the limited awareness of the people, who have not yet determined their motivation to strive to join the Party. Meanwhile, the number of young people of working age who meet the criteria to be included in the pool of potential Party members is not large, because after graduating from high school, some continue to strive to study at universities and colleges, pursue vocational training, or go to work far away. Therefore, for many years, the source of young Party members in the communes of the district has mainly relied on the youth force in the administrative and public service units.

The difficulty in recruiting new Party members is not limited to Nam Po district; it is a common problem in the highland communes and villages throughout the province. According to assessments by Party committees at all levels in rural areas, most young people who have received professional training have left their localities, making them difficult to monitor and support. Meanwhile, those who actively participate in mass organizations are mostly older and do not meet the required qualifications and capabilities. The number of young people living in these areas with limited education and capabilities, lacking ambition, reluctant to participate in mass organization activities, or uninterested in being encouraged and persuaded, makes it difficult to cultivate them into outstanding individuals to be recommended to the Party.

Mr. Bui Van Hung, Deputy Head of the Dien Bien Dong District Party Committee's Organization Department, shared: "With nearly 4,000 young people working in other provinces, the largest number in the province (accounting for about 10% of the district's working-age population), Dien Bien Dong faces even greater challenges in developing its Party membership. In light of this situation, the District Party Committee has assigned leading officials to oversee the Party committees of each commune, developing specific plans and regularly urging and reminding commune Party committees to focus on leading and guiding the people to utilize the potential and advantages of their localities to develop the economy , creating momentum for young people to establish themselves and their careers right in their hometowns. In addition, Party committees at all levels must set targets for membership recruitment, requiring Party branches to review potential candidates and assign Party members and committee members to oversee the masses. All subordinate Party committees use the recruitment of new Party members as a criterion for evaluating the quality of grassroots Party organizations annually." Furthermore, Party committees and organizations must assign Party members to be responsible for specific areas, participate in activities with grassroots Party branches, and promptly identify and resolve difficulties and obstacles in the work of developing Party members; they must also guide grassroots Party branches in compiling, reviewing, and creating lists of outstanding individuals to plan for their training and to create a pool of potential Party members.

Despite clearly identifying the challenges and obstacles in developing Party members in rural areas, with the goal of continuously improving the leadership capacity and fighting strength of Party organizations and members, Party committees at all levels have implemented many solutions appropriate to each stage. Recently, on June 9, 2023, the Standing Committee of the Provincial Party Committee issued Project No. 09-DA/TU on developing Party organizations and members, contributing to building and consolidating the political system in particularly difficult communes and border communes of Dien Bien province, for the period 2023-2025, with a vision to 2030. Along with this, Party committees at all levels have been leveraging the strength of the entire political system, promoting widespread propaganda and education on the role and significance of Party development work and the glorious traditions of the Party to awaken pride and a sense of striving among union members, association members, and the people; This emphasizes the pioneering and exemplary role of each cadre and Party member so that people can see the true role of Party members and Party organizations in the community, thereby striving to become members of the Communist Party of Vietnam.
