More specific regulations are needed for solar power.

Currently, the Government has issued regulations for the installation of rooftop solar power. However, in Dong Nai as well as other provinces and cities across the country, enterprises in industrial parks (IPs) still face obstacles when investing and installing rooftop solar power systems. The reason is that ministries and branches have not issued clear guidelines, so enterprises still have to wait.

Dong Nai currently has 37 established industrial parks and 32 operating industrial parks with over 2,200 projects of domestic and foreign enterprises. The province is also a locality with long and abundant sunshine throughout the year, so it is very convenient for installing solar power systems on factory roofs in industrial parks. Many enterprises in industrial parks in Dong Nai are waiting for clear and specific policies to install solar power on roofs. Because this is a green and clean energy source, enterprises really need it for production to be granted green certificates for products, factories and exported goods will be more convenient.

According to enterprises, due to the lack of a synchronous and clear legal corridor, there are difficulties when registering, connecting and operating the system. Therefore, enterprises are forced to wait for the province, ministries and branches to resolve difficulties and the long waiting time will cause enterprises to lose many opportunities. At the same time, this may slow down the progress of enterprises in green transformation, circular production to reduce greenhouse gas emissions, and move closer to net zero.

In the world , many countries are increasingly tightening the quality of imported goods. In particular, products manufactured according to green standards will be given priority to buy more. Therefore, green production and circular production are the race of most industries, enterprises that take the lead will grasp more opportunities. In the process of green production, green energy sources become an urgent requirement. For Dong Nai, this is even more important when more than 80% of industrial products manufactured in industrial parks are for export.
