Minister of Home Affairs Pham Thi Thanh Tra has just signed Official Dispatch No. 3308/BNV-CCVC on instructions for arranging and assigning leadership and management of new commune-level People's Committees.

The document clearly stated that the Government is currently urgently completing the amended Law on Organization of Local Government and drafting 28 decrees on decentralization, delegation of power and assignment of authority of local governments at all levels, ensuring proper implementation of the motto "locality decides, locality does, locality is responsible", meeting the requirements of modern, professional local governance and serving the people.

According to the Ministry of Home Affairs, 1,065 tasks and authorities of the current district level will be transferred to the new commune level for implementation, and new tasks will be implemented according to the provisions of the draft revised Law on Organization of Local Government being considered by the National Assembly .

In addition, implementing the direction of the Prime Minister and the National Assembly Chairman in implementing decentralization and delegation of power associated with the implementation of the 2-level local government model, the Ministry of Home Affairs requests that the Provincial Party Secretary, City Party Committee Secretary and Chairman of the People's Committee of provinces and cities pay attention to leading and directing the arrangement and assignment of cadres and civil servants to hold leadership and management positions at the People's Committees and specialized agencies under the new commune-level People's Committees.

Regarding the arrangement of cadres and civil servants to lead and manage at the commune level, the Ministry of Home Affairs directs that it is necessary to ensure that they meet all standards and conditions according to relevant instructions of the Politburo, the Government Steering Committee and specific regulations of the locality on standards and criteria for selecting cadres when arranging.

The Ministry of Home Affairs also proposed to prioritize the arrangement and selection of cadres with leadership capacity, experience in state management, innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause to take on leadership and management positions of the People's Committee and specialized agencies under the new commune-level People's Committee, especially the position of Chairman of the People's Committee.

Previously, the National Assembly Standing Committee had just approved the principles of resolutions on the arrangement of commune-level administrative units in 2025. After the arrangement, the whole country will have a total of 3,321 commune-level units (2,621 communes, 687 wards and 13 special zones), a reduction of 6,714 commune-level administrative units (a reduction of 66.91%).
