On the morning of October 22, continuing the 10th Session, the National Assembly discussed in groups the draft Law on Civil Servants (amended).
Speaking, Politburo member and President Luong Cuong affirmed that the law's goal is to create a legal corridor that everyone must follow. However, for the law to truly come into effect, it needs to be institutionalized through specific decrees and circulars.
"I think the law must have vitality, it must be suitable to reality" - the President emphasized.
According to the President, although the current laws have been effective, in reality, problems and difficulties have arisen and have not met new development requirements. Therefore, "now they must be amended".
The President requested that National Assembly deputies be responsible for drafting laws, "telling the truth" about what has been done and what has not been done, so that the amended law has a longer life cycle and can resolve current difficulties and problems.
Regarding the revised Law on Civil Servants, the President stated that the revision's goal must meet practical requirements, especially the streamlining of the apparatus, effective and efficient operations, and the two-level local government model.
"We will keep what is good at the provincial and communal levels, but what is still stuck must be resolved and resolved by law" - said the President.
The President raised the question of how to improve the quality of civil servants in the public sector political apparatus? How to create connectivity between the public and private sectors?
This issue is particularly important in the fields of health, education and even journalism. It is necessary to clearly define what the State must provide budget for, what the State partially supports, and what can be left to the autonomy of the units. The law must clearly stipulate this.
Citing his time working in the military, the President stated that when implementing Resolutions 18 and 19 of the Central Committee on the arrangement of the apparatus and public service units, there was also a requirement that hospitals, nursing homes, and military radio and television stations must be autonomous.
"I think autonomy is right. But we have to determine the purpose of these units' existence. Military hospitals were born to serve national defense missions. When there is a situation, they can immediately mobilize into field medical stations.
In peacetime, we should utilize our functions to examine and treat patients, maintain our skills, ensure our livelihoods and serve society. If we are completely autonomous according to the market mechanism, we will not be able to fulfill our political tasks," said the President.

Similarly, according to the President, the convalescent groups are to serve policy beneficiaries, those who are not eligible for luxury hotels. The press is to serve political tasks, to be the voice of the Party and the State. If everything is autonomous, using people's money to invest and then privatize, it is not right.
Therefore, we must take advantage of the functions of the units. Hospitals still perform political tasks while serving the people. Nursing homes still take care of policy beneficiaries. The press is still a propaganda tool. We must ensure their lives so that they can devote themselves wholeheartedly.
Therefore, in this law, we must stipulate how to solve problems at the grassroots level, especially at the commune level. What is the quality of education and health management staff at the commune level?
Standards, responsibilities, powers, obligations and remuneration policies for civil servants must be specifically stipulated in the law and sub-law documents for implementation.
