National Assembly deputies propose having a unified national KPI criteria framework to evaluate civil servants

On the morning of October 22, the National Assembly discussed in groups the draft Law on Civil Aviation of Vietnam (amended) and the Law on Public Employees (amended).

Evaluating the draft Law on Civil Servants (amended), delegate Nguyen Phuong Thuy ( Hanoi delegation) said that the draft law presents many new viewpoints related to recruitment, management, use, evaluation, as well as regimes and benefits for civil servants.

The law is designed in a much more open direction to maximize the potential, advantages and positive aspects of the current civil servant team.

“There needs to be a unified national KPI assessment criteria framework and a synchronous electronic civil servant assessment system to create a national database, ensuring transparency and verifiability,” delegate Nguyen Phuong Thuy suggested.

The female delegate also proposed not to stipulate on public service units in the draft Law, because the contents on organizational structure and workplace of civil servants need to be stipulated in separate legal documents on public service units.

In addition, the delegate said that the Resolution of the National Assembly Standing Committee on thematic supervision of the organization and operation of public service units in 2024 requested the Government to direct research and develop a general law regulating public and non-public service units.

Delegate Nguyen Phuong Thuy also suggested that it is necessary to specifically define the subjects of civil servants signing fixed-term contracts and indefinite-term contracts to be regulated in the draft law. At the same time, there should be more specific regulations on the rate of evaluation based on output results and the direct role of evaluation results in decisions on salary, bonus, additional income, planning, appointment, training, and contract termination.

Meanwhile, delegate Le Nhat Thanh suggested that the drafting agency consider having special policies, giving priority to the development and recruitment of civil servants who are ethnic minorities and civil servants with good professional qualifications to work in ethnic minority, mountainous, island and border areas.

“It is necessary to prioritize recruiting, training and fostering local human resources, especially ethnic minorities, to train a team of civil servants who understand customs, practices, languages and have long-term attachment to the locality.

At the same time, perfect the special treatment mechanism, including attraction allowances, special allowances, support for public housing, training, fostering, and reasonable rotation to attract and retain competent civil servants who volunteer to work in ethnic minority and mountainous areas," said delegate Le Nhat Thanh.

However, delegate Truong Xuan Cu expressed concerns about the regulations for recruiting civil servants. The delegate said that although recruitment criteria have been set, if they are not public and transparent, it is very easy for negative things to happen.

“I think that among the excellent graduates, we must test each other to select the truly excellent ones with knowledge, skills and qualifications,” the delegate emphasized.

Offering a solution to this problem, delegate Truong Xuan Cu proposed that the form of civil servant recruitment should include a competency test, as universities have done extremely effectively in recent years.

"There are hundreds, several hundreds of people to be selected, now to choose the best candidate, we must go through an ability test with the aim of choosing the best person," delegate Truong Xuan Cu emphasized.
