Can Tho "dissects" human resource attraction policy

According to the Departmentof Education and Training of Can Tho City, in the period 2021-2024, the city has 762 citizens studying abroad.

On March 14, the National Assembly Delegation of Can Tho City worked with the City People's Committee to supervise the topic "Implementation of legal policies on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources (CLC) in the period of 2021-2024".

According to the Department of Education and Training of Can Tho City, in the period of 2021-2024, the city has 762 citizens studying abroad. This is considered a high-quality human resource for Can Tho, after completing the course, they return to live and work. The city's budget for investing in developing this human resource reaches 12,904 billion VND (accounting for 24.39% of the city's total budget expenditure).

Ms. Nguyen Thi Hong Hanh, Deputy Director of the Department of Home Affairs of Can Tho City, acknowledged that from 2021 to now, the city has not had a resolution or specific support policy on funding for officials, civil servants, and public employees to go to training or policies to attract experts to work in Can Tho. This stems from the city's ability to balance the budget.

The Department of Home Affairs has advised the City People's Committee to issue a decision on incentive policies for cadres, civil servants, and public employees to study to improve their qualifications, receive early salary increases by the agency, and be planned for training... According to Ms. Hanh, if in sync with Resolution No. 45/2022/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho City, the Department of Home Affairs is assigned to draft and submit 2 resolutions on attracting experts to work in the city and income levels for cadres and civil servants.

"However, after fully preparing the contents and draft, the Department of Home Affairs received agreement from the Standing Committee of the City People's Council on the policy of developing the resolution. After that, the city leaders discussed and considered because the city has not yet balanced its budget, so the above two policies have not been implemented," said Ms. Hanh.

Mr. Nguyen Ky Nam, Deputy Head of the Urban Committee, Can Tho City People's Council, noted that according to the upcoming policy of abolishing the district level and merging provinces and cities, specialized agencies should make specific data reports. In particular, it is necessary to state how many high-quality human resources are needed, what standards, moral qualities, qualifications, and expertise are needed so that Can Tho can develop comprehensively in the coming period.

Ms. Nguyen Thi Ngoc Diep, Vice Chairwoman of Can Tho City People's Committee, said that the city previously had many policies on human resources such as training 150 masters and doctors. Although the city did not have any policies from 2021-2024, the high-quality human resources increased and investment expenditure for resource development accounted for 24.39% of the city's total budget expenditure. This shows that the city has paid great attention to investing in high-quality human resources in the past 4 years. "Therefore, it is recommended that the Government issue a mechanism and policy framework for high-quality human resources so that Can Tho can determine how to carry out its tasks," Ms. Diep emphasized.

Mr. Dao Chi Nghia, Deputy Head of the National Assembly Delegation of Can Tho City, proposed that the City People's Committee guide and assign tasks to the Department of Home Affairs to have specific policies to attract human resources.
