Need to hold extraordinary National Assembly session to solve urgent problems

On the morning of December 13, in his opening speech at the 28th session of the National Assembly Standing Committee, National Assembly Chairman Vuong Dinh Hue emphasized that the session would last for 3 days, giving opinions on 19 important contents, focusing on 5 groups of issues. The National Assembly Chairman also reminded members of the National Assembly Standing Committee to give their opinions thoroughly on the draft Resolution guiding the organization of explanation activities at the National Assembly Ethnic Council and Committee meetings in a clear, proactive, responsible, in-depth, and sensitive manner according to Resolution No. 27-NQ/TW.

National Assembly Chairman Vuong Dinh Hue said that there are still some issues related to budget finance and some important national projects, so it is likely that an extraordinary session will be held in the near future.

Speaking at the opening of the 28th session of the National Assembly Standing Committee, National Assembly Chairman Vuong Dinh Hue said that it is expected that in 3 days the National Assembly Standing Committee will give opinions on 19 important contents, focusing on 5 groups of issues:

In the first group of issues, the National Assembly Standing Committee gave its opinion on the Summary of the 6th Session and gave its initial opinion on the preparation for the 7th Session of the National Assembly. The 6th Session of the 15th National Assembly ended on November 29. According to tradition, this session of the National Assembly Standing Committee will assess, evaluate, and summarize based on the opinions of National Assembly deputies, National Assembly delegations, and reports synthesizing public opinion of the people and voters to comprehensively assess the session, talk about the program, management, and results. Delegates need to clarify issues that need to continue to learn from experience and especially make recommendations and proposals to continue to improve, innovate, and enhance the quality of the National Assembly's operations. The National Assembly Standing Committee also gave its preliminary opinion on the preparation for the 7th Session in May 2024. Besides, at the 6th Session, there were 2 very important draft laws that the National Assembly decided to temporarily not pass in order to have more time to prepare.

The National Assembly Chairman emphasized that in order to ensure that urgent immediate requirements are met while ensuring the quality of these very important draft laws, namely the Land Law (amended) and the Credit Institutions Law (amended); in addition, there are a number of other very important contents, such as the National Marine Spatial Planning, the National Assembly's resolution on piloting a number of specific policy mechanisms to implement the Three National Target Programs according to the National Assembly's supervision resolution on this topic, as well as a number of outstanding financial and budgetary contents under the authority of the National Assembly and a number of other important national projects, it is also necessary to take into account the possibility that from now until the 7th Session, there may be an additional thematic session or an extraordinary session to resolve outstanding and urgent issues. The National Assembly Chairman asked the members of the National Assembly Standing Committee to give their opinions on the progress of preparing these draft laws and draft resolutions.

The National Assembly Chairman stated that the extraordinary session is expected to take place in mid-January 2024, and that opinions need to be discussed on measures to accelerate the completion of draft laws and resolutions. Therefore, the National Assembly Standing Committee can organize irregular meetings to give opinions on draft laws and resolutions submitted to the National Assembly.

Regarding the second group of issues, the National Assembly Chairman said that at this session, the National Assembly Standing Committee will review and approve the Resolution on the 2024 Work Program of the National Assembly Standing Committee. Review and approve the 2023 foreign affairs and international cooperation program; review and approve the 2024 foreign affairs and international cooperation program of the National Assembly Standing Committee and give opinions (directions and coordination) on the foreign affairs and international cooperation program of the Council of Nationalities, the National Assembly Committees, the National Assembly Secretary General, the parliamentary friendship groups, the agencies of the National Assembly Standing Committee, the State Audit Office and the National Assembly Office.

Group of issues: The National Assembly Standing Committee considers and approves the draft Resolution of the National Assembly Standing Committee guiding the organization of explanation activities at the meetings of the National Assembly's Ethnic Council and Committees. Considers the proposal to add a number of draft laws to the 2024 Law and Ordinance Development Program (including the projects: Law on Prevention and Combat of Human Trafficking (amended); Law on Teachers; Law on Value Added Tax (amended); Law on Chemicals (amended); Law on Management and Use of Weapons, Explosives and Supporting Tools (amended)...). Comments on the draft Ordinance on Litigation Costs. Considers the proposal to add a number of draft laws to the 2024 Law and Ordinance Development Program. Considers and approves the draft Resolution of the National Assembly Standing Committee guiding the organization of explanation activities at the meetings of the National Assembly's Ethnic Council and Committees.

Regarding the Draft Ordinance on Litigation Costs, National Assembly Chairman Vuong Dinh Hue said that this is the fifth ordinance that the National Assembly Standing Committee has considered since the beginning of the term, and is part of the legislative agenda for the entire term. Due to the importance and complexity of this draft ordinance, it is expected to be considered and approved in two sessions. The National Assembly Chairman asked members of the National Assembly Standing Committee to focus on giving opinions on the scope of the draft - this is one of the issues with different opinions and needs to be discussed thoroughly to be consistent with the Constitution and related laws.

Regarding some contents proposed to be added to the 2024 law and ordinance making program, such as: Law on Prevention and Combat of Human Trafficking (amended); Law on Teachers; Law on Value Added Tax (amended); Law on Chemicals (amended); Law on Management and Use of Weapons, Explosives and Supporting Tools (amended)..., National Assembly Chairman Vuong Dinh Hue said that the authority to decide on the law and ordinance making program belongs to the National Assembly, and between two sessions, the National Assembly Standing Committee is assigned to consider and supplement. National Assembly Chairman, this authority is assigned by the National Assembly, so it is necessary to focus carefully on this work, only including qualified projects for submission, and absolutely not including unqualified projects in the law and ordinance making program.

"This is an important legislative content that needs to be done carefully from the very first stage. I request that members of the National Assembly Standing Committee focus on giving their opinions on this content," the National Assembly Chairman emphasized.

Regarding the draft Resolution guiding the organization of accountability activities at the meetings of the National Assembly's Ethnic Council and Committees, the National Assembly Chairman clearly stated the orientation is to strengthen supervision in the form of accountability at the National Assembly's Ethnic Council and Committees. Up to now, there have been no specific procedures or regulations on this order. This is a regular activity of the National Assembly's Ethnic Council and Committees, so it needs to be expanded, made more frequent and of higher quality. Therefore, there needs to be specific and unified guidance so that not only the National Assembly's Ethnic Council and Committees, but also relevant agencies and organizations, know and implement it.

The National Assembly Chairman requested members of the National Assembly Standing Committee to give detailed opinions on this content to facilitate and unify the implementation process to improve the quality of the accountability activities of the Nationalities Council and the National Assembly Committees in the direction of clarity, proactiveness, responsibility, in-depth, and sensitivity according to Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period.

In the fourth group of issues, the National Assembly Standing Committee reviewed and commented on 11 important contents on budgetary finance, administrative boundaries and personnel. Of which, there are 9 contents related to budgetary finance related to the allocation of the central budget estimate in 2023 for compensation costs in product consumption of the Nghi Son Refinery and Petrochemical Project; the supplementary budget for science, technology and environmental protection of the central budget in 2023 for ministries and central agencies; the adjustment of re-borrowed capital in 2023 of localities; the supplementary budget for purchasing national reserve rice issued for relief and aid from June 1, 2022 to May 31, 2023; the environmental protection tax rate for gasoline, oil and grease in 2024; Targeted supplement from the central budget to localities to implement social security policies from 2023 onwards and support payment of benefits for the number of additional teacher positions according to Decision No. 72-QD/TW of the Politburo...

Regarding the issue of administrative boundaries, National Assembly Chairman Vuong Dinh Hue said that in this session, the National Assembly Standing Committee will consider and decide on the establishment of Viet Yen town and wards of Viet Yen town, Bac Giang province; the merger of Thieu Phu commune into Thieu Hoa town and the establishment of Hau Hien town in Thieu Hoa district, Thanh Hoa province. This is one of the first activities to implement the Central Committee's conclusion and the National Assembly Standing Committee's Resolution on the arrangement of administrative units at district and commune levels. In the past, the Government, the Ministry of Home Affairs, and the National Assembly's Law Committee have urgently carried out this work.

The National Assembly Standing Committee also considered and approved the Prime Minister's proposal on the appointment and dismissal of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam.

Group 5: The National Assembly Standing Committee will review the National Assembly's report on people's petitions in October and November 2023. Review, comment, and make a written decision on: Draft Resolution of the National Assembly Standing Committee on allocating operating expenses of National Assembly delegations in 2024.

National Assembly Chairman Vuong Dinh Hue emphasized that the content of the session was quite extensive, while the work to conclude the 6th Session still needed to be continued. Up to now, all resolutions have been basically issued, draft laws have been signed and certified, and relevant agencies are requested to continue reviewing and promptly submitting the remaining draft laws for signing and certification; at the same time, prepare draft laws to be passed at the Special Session and the 7th Session.
