This was the directive of Prime Minister Pham Minh Chinh, Head of the Steering Committee for Waste Prevention and Control, during an online meeting on waste prevention and control held this morning, February 25th. Vice Chairman of the Provincial People's Committee Le Duc Tien attended from the Quang Tri province's online meeting point.

Addressing bottlenecks that lead to wasted resources.

In his opening remarks at the session, Prime Minister Pham Minh Chinh emphasized: The fight against waste is of particular concern to the Party and the State, and is one of the important factors in increasing resource strength, ensuring social security, promoting development, and enriching the country, especially in the new period.

The Politburo issued a Directive on strengthening the Party's leadership over the work of practicing thrift and combating waste. Following the 10th Central Committee Conference, the Central Steering Committee on preventing and combating corruption and negative phenomena was reorganized, with the added function of preventing and combating waste, and renamed the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena.

In implementing the resolutions, directives, and conclusions of the Central Committee, the Politburo, and the Secretariat, and under the guidance of General Secretary To Lam, the Government has recently directed and acted decisively to remove difficulties and obstacles, and resolve bottlenecks that cause waste of resources in the economy.

This includes establishing a Steering Committee to review and resolve difficulties and obstacles related to institutions and mechanisms; addressing bottlenecks that cause waste of resources in the economy, especially resolving difficulties and obstacles related to projects, land, and renewable energy; strengthening management and improving the efficiency of land and housing use in state-owned enterprises; mandating the transfer of four weak commercial banks; and handling all 12 loss-making and inefficient projects of the former industry and trade sector... With the decisive methods and approaches used recently, positive results have been achieved, initially contributing to combating waste.

Besides the achievements, the Prime Minister stated that much work still needs to be done because waste is quite common in many forms and types, and has been causing many serious consequences for development, especially in the following areas: financial management, credit, public assets, public investment, land, mineral resources, management of state capital in enterprises, management of labor and working time...

These limitations are among the causes of the decline in human and financial resources, reduced production efficiency, increased cost burdens, resource depletion, and widening of the gap between rich and poor; wastefulness also erodes the people's trust in the Party and the State, creates invisible barriers to socio-economic development, and leads to missed opportunities for national development.

Therefore, the Government has established the Steering Committee for the Prevention and Control of Waste to definitively address and resolve bottlenecks causing the loss and waste of economic resources, creating new and widespread changes in this area.

The Prime Minister requested the Steering Committee to review the work already implemented, the results achieved, the difficulties, limitations and their causes, and draw lessons learned to serve as a basis for proposing tasks and solutions for the future; especially addressing difficulties and obstacles for long-standing stalled projects to resolve them definitively and free up resources for the economy.

Many projects are still facing difficulties and obstacles.

During the meeting, leaders from ministries, sectors, and localities frankly pointed out that waste is quite common in many forms, mainly due to a lack of investment capital, outstanding debts in basic construction; land use conversion, land clearance, overlapping planning; lack of procedures for land allocation and leasing; non-compliance with bidding and auction procedures for selecting investors; and obstacles related to construction materials. Delegates proposed further improvement of the institutional framework and mechanisms to address difficulties and obstacles for projects. They also suggested timely guidance on the arrangement of assets and facilities to avoid waste during the restructuring of the political system's organizational apparatus.

Thoroughly review and resolve obstacles in mechanisms and policies.

Concluding the meeting, Prime Minister Pham Minh Chinh requested that central and local ministries and agencies consider practicing thrift and combating waste as a voluntary and conscious act, as essential as daily food and water for everyone.

Ministries and agencies are requested to promptly address the recommendations of localities according to their assigned functions, duties, and authority; and to report to the competent authorities in a timely manner on matters exceeding their authority.

Ministers, heads of ministerial-level agencies, and chairpersons of provincial and city People's Committees must seriously review and address any remaining obstacles in the existing mechanisms in order to take decisive measures to resolve them.

Review wasteful and protracted projects and propose appropriate, timely, and effective mechanisms and policies for handling them. This includes strictly implementing the Prime Minister's directives on focusing on resolving outstanding and stalled projects, and urgently implementing, completing, and putting them into use to prevent waste and losses.

Directing the implementation of smart governance and digital transformation at all levels and sectors, especially in land management, public assets, finance, and resources, contributes to preventing and combating waste.

Review the coordination among ministries, sectors, and localities to ensure it is close and effective in accordance with the Party's regulations and the State's laws; proactively develop specific plans and action programs for preventing and combating waste within agencies, units, and localities; and simultaneously contribute to the development of the Steering Committee's work plan for 2025.

Leveraging the strength of unity, the spirit of innovation, self-awareness, self-reliance, high determination, great effort, and decisive action to successfully achieve the set goals.

In this context, each ministry, sector, and locality must be a pioneering force, unleashing all potential to propel the country forward, into a new era – an era of national prosperity, civilization, and well-being.
