According to the report, the Department of Science and Technology of Cao Bang has advised the Provincial People's Committee to issue plans to promote synchronous digital transformation. The province's administrative procedure settlement system has connected 639 online public services, 1,136 partially online public services, synchronized data and integrated digital signatures. The rate of data re-exploitation reached 60%.
Regarding document management, the Provincial People's Committee has deployed electronic identification codes and online meeting systems to 56 commune People's Committees. 448 technical staff have been assigned to support 56 communes and wards. However, telecommunications infrastructure is still limited, information technology equipment is outdated and depends on support from the Central Government.
The Department of Science and Technology has applied ISO 9001:2015 in quality management and innovation promotion, and shifted from “management” to “creation” in the tasks of science and technology. The fields of technology, innovation, radiation and nuclear safety continue to maintain stability. Intellectual property management, support for enterprises in technological innovation, and creative startups are implemented according to current policies and mechanisms.
Ms. Nong Thi Thanh Huyen, Director of the Department of Science and Technology, said that Cao Bang has encountered difficulties in infrastructure, outdated technology equipment, lack of human resources for digital transformation and some unsynchronized systems. The province proposed that the Ministry of Science and Technology support training, fostering and upgrading telecommunications infrastructure in areas with weak signals.
Mr. Nguyen Sy Dang, Deputy Director of the Department of Evaluation and Appraisal, highly appreciated the implementation results of Cao Bang and requested to immediately resolve the remaining difficulties. The working group directly answered the issues raised by the locality and will report to the Ministry for timely support solutions.
On the same day, the working group conducted a field survey at the Provincial Public Administration Service Center and Thuc Phan Ward. Ms. Doan Thi Le Quyen, Vice Chairwoman of the Ward People's Committee, proposed that the Ministry of Science and Technology support interoperability software and provide cybersecurity training for staff.
