
Attending the meeting were Ms. Nguyen Thi Ha Phuong, Deputy Head of Planning and Land Allocation Department, Department of Land Management ( Ministry of Agriculture and Environment ); leaders of departments, offices, units under the Department of Agriculture and Environment, along with 20 communes, wards, branches of land registration offices, and land fund development centers in the southern region.
According to Director of the Department of Agriculture and Environment Pham Nam Son, the two-level local government model requires grassroots officials to be multi-talented and professional. However, some communes and wards still lack personnel; their expertise in land, agriculture and environment is limited, affecting the quality of work. The meeting is an opportunity to listen to and resolve difficulties arising from practice.

According to the report, the project to build a land records system and land database (phase 2008 - 2015, adjusted to 2021) has completed phase 1 in 47 communes and wards in 5 districts and cities (before the merger), with more than 53,000 hectares surveyed and more than 128,000 land use right certificates issued.
Phase 2 (2022 - 2025) is being implemented in many old districts and towns such as Dien Ban, Hiep Duc, Dai Loc, Que Son, Phu Ninh... with a plan to survey an additional 76,571 hectares and issue nearly 560,000 land use right certificates. However, there are still some problems such as outdated land records, limited facilities, and impacts from the merger of administrative units.
At the meeting, representatives of communes, wards and units under the Department of Agriculture and Environment raised difficulties and problems in granting land use right certificates due to boundary changes, lack of funds for surveying, etc.
Ms. Nguyen Thi Ha Phuong (Department of Land Management) shared experiences, answered questions and suggested solutions to overcome existing problems from local practices.
Leaders of the Department of Agriculture and Environment answered questions and recommendations related to the fields of agriculture and environment. Additional information on the plan to increase the number of civil servants and public employees of the department to support local governments at two levels, starting from September 1 and lasting 1-3 months.
The plan aims to support communes and wards lacking human resources, especially in the land sector (assigning 1 civil servant or public employee from the Land Registration Office to each commune and ward), funding for implementation from the state budget and other legal sources.
Strengthened civil servants and public employees will receive preferential business travel allowances and priority criteria for salary increases and rewards.
The Director of the Department of Agriculture and Environment requested units to urgently implement the plan, prioritizing support for mountainous and remote communes; closely coordinate to remove obstacles, ensuring the smooth operation of the two-level government model.
As planned, the Department of Agriculture and Environment will continue to hold similar meetings to provide comprehensive support to localities in the city.
