Slow progress due to land acquisition problems and people's obstruction
Mr. Ngo Truong Nam - General Director of Deo Ca Group (contractor) said that the unit is making efforts to complete 50 km of the route by October 30 and open the entire route to traffic by the end of 2025 (except tunnel number 3).
However, the biggest difficulty now is that many households have set up camps and sent people to stand guard day and night to obstruct the construction. The most serious is at Km41 (Eo Gio Pass area - Nguyen Nghiem commune, Quang Ngai province), the lack of security and order has caused the route to be almost paralyzed in recent times.

“The people’s aspirations are legitimate and need to be resolved, but must be based on the law. If not handled thoroughly, the risk of delaying the entire project is very high. The contractor requests the local government to support organizing direct dialogue with the people,” said Mr. Nam.
According to Project Management Board 2 (project investor), there are currently 5 localities that have not yet completed site clearance, including Dinh Cuong Commune, Lan Phong Commune, Nguyen Nghiem Commune, Khanh Cuong Commune and Duc Pho Ward, with a total of 14 remaining problems. Among them, there are locations that have existed for a long time but have not been completely resolved, slowing down the overall progress of the project.
“If the site clearance is not completed before October 15, it will be very difficult to ensure progress because the next rainy season will not be able to cover the entire area, which means the project's progress will be threatened,” said Mr. Le Thang - Director of Project Management Board 2.

Regarding this, Mr. Tran Trung Tin - Deputy Director of the Department of Construction of Quang Ngai province - requested investors and contractors to develop clear plans and closely coordinate with localities in each step of dialogue and mobilization of people.

Admitting that the cause is partly due to the parties involved not fulfilling their responsibilities, allowing the problem to persist, thereby creating "hot spots" at the grassroots level, Vice Chairman of the People's Committee of Quang Ngai Province Nguyen Ngoc Sam requested that investors and contractors coordinate with the authorities to organize dialogues with each household, making clear commitments on time and solutions. Both persuading on the legal basis and propagating to make people understand, from there thoroughly handling the problem.
Recently, at a working session with the People's Committee of Quang Ngai province and related units, in order to remove the existing problems and obstacles in the site clearance work of the Quang Ngai - Hoai Nhon expressway project, Deputy Minister of Construction Nguyen Viet Hung highly appreciated the efforts of coordination between the investor, contractor and local authorities in the past time. However, Mr. Hung also frankly pointed out the fact that many locations have not been handed over, leading to the situation where people gathered to obstruct and block vehicles carrying materials, seriously affecting the progress and security and order at the construction site.
“All parties must concentrate and thoroughly resolve the site clearance work. No later than October 15, the matter must be resolved so that the contractor can accelerate and complete the project by the end of 2025 in accordance with the direction of the Government and the Prime Minister ,” Mr. Hung emphasized.

The Deputy Minister of Construction noted that to ensure people's consensus, compensation appraisal and payment must be carried out publicly, transparently and with a specific roadmap. Say it once, not over and over again. There must be a clear commitment on which day to appraise and which day to pay, based on the law and actual capacity.
The Quang Ngai - Hoai Nhon Expressway project is 88km long, passing through Quang Ngai province (60.3km) and Gia Lai province (27.7km), with a total investment of more than VND 20,000 billion. This is one of the 12 largest component projects of the North-South Expressway in the East phase 2021-2025. Phase 1, the Quang Ngai - Hoai Nhon Expressway has a scale of 4 lanes, speed of 80km/h. The project is invested by Project Management Board 2, the construction contractor is led by the Deo Ca Group consortium. According to the plan, the project must complete the entire route in the third quarter of 2026.
