Ministry of Public Security has just sent a document to ministries, ministerial-level agencies, government agencies, the Office of the National Assembly, the Office of the President, the Central Committee of the Vietnam Fatherland Front and the People's Committees of provinces and centrally run cities to guide a number of contents related to the arrangement of administrative units and the organization of two-level local governments.
Specifically, the Ministry of Public Security requested the above agencies to continue to register seals and revoke seals when arranging and reorganizing administrative units at all levels and building local government organization models according to Instruction No. 579 of this Ministry dated February 25, 2025.
Notably, the Ministry of Public Security said that, implementing the Prime Minister's direction, the Ministry has issued documents directing the police of provinces and cities to change the residential address of citizens due to changes in boundaries and names of administrative units with the national database system on population, citizen identification and electronic identification.
In case of full merger, name change, or change of administrative unit, the Ministry of Public Security (Department of Administrative Police for Social Order - C06) shall use the legal basis of the change of administrative unit to update the administrative unit code information and update the electronic residence record number on the system, and at the same time notify the local police.
In case of partial division or separation of administrative units, local police will review, verify, collect and send to C06 - Ministry of Public Security to update on the software system.
For citizens in areas with changes in administrative boundaries, the commune/regional police will review and verify the citizen's information to make adjustments on the software system and receive the application for adjustment of residence information.
In the case of citizens with CCCD cards in areas with changes in administrative units, there is a discrepancy in the information in the National Population Database with the information on the surface of the CCCD card. The Ministry of Public Security said that based on the CCCD Law 2023 and current documents, when changing or adjusting administrative boundaries, there is no mandatory regulation requiring citizens to go to the district to issue or reissue CCCD.
However, to facilitate personal transactions and travel of citizens, the Ministry of Public Security encourages people to issue, change or reissue CCCD cards when there are changes or adjustments to administrative boundaries to unify information.
When there is a change in administrative unit, citizens will be exempted from the fee for issuing and changing CCCD cards.
