It is urgent to fill the "gap" in urban green spaces.

According to the Ho Chi Minh City Department of Construction, the average green space per capita in the city is currently only about 0.7 m²/person, much lower than the threshold for sustainable urban development (8-10 m²/person). To fill this green infrastructure gap, Ho Chi Minh City is aggressively implementing a comprehensive set of solutions, from reviewing public land resources and expediting slow-moving projects to mobilizing social resources to improve the quality of life for its residents.

Too few parks

According to reports, the only park currently in Phuoc Thang ward is the Oil and Gas Monument Park. Mr. Nguyen Hung Cuong, Acting Head of the Economic , Infrastructure and Urban Planning Department of Phuoc Thang ward, said that the locality has reviewed 8 land plots directly managed by the state that are unused or underutilized, along with 3 plots belonging to slow-moving investment projects, to potentially create temporary parks, outdoor sports fields, community activity areas, or flower gardens for the public.

In Vung Tau ward, the existing park system still fails to meet the growing needs of residents and tourists. According to Mr. Nghiem Viet Hung, Head of the Economic, Infrastructure and Urban Planning Department of Vung Tau ward, the ward has several parks such as Bai Truoc Park, Le Quy Don - Le Loi - Tran Hung Dao Park, Tran Hung Dao Monument Park, Ao Ca Park, etc., but they are gradually becoming overcrowded, especially on weekends and holidays.

Meanwhile, some localities, despite having park plans, have yet to implement them. Mr. Truong Ngoc Thanh Nhan, Vice Chairman of the People's Committee of Tan Vinh Loc commune, said that the commune has a total of 10 approved zoning plans (detailed construction plans) at a scale of 1/2000 and 4 approved detailed plans at a scale of 1/500. Upon review, 80 locations have been planned as park and green space areas in the detailed construction plans at scales of 1/500 and 1/2000 within the commune's jurisdiction. Of these, 15 out of 80 locations have received investment, mostly belonging to the 30.92ha resettlement residential area project and the Gia Phu residential area. “According to statistics, Tan Vinh Loc commune has a natural area of ​​approximately 34 square kilometers and a population of over 196,000 people. With a shortage of parks and green spaces, the commune will continue to review its planning to develop more to serve the people,” Mr. Truong Ngoc Thanh Nhan shared.

Complete the green spaces in the projects.

According to the leaders of the Ho Chi Minh City Department of Construction, after the merger, the city conducted a comprehensive review of the existing green spaces and parks, and planned the public green space fund. The Department of Construction has drafted and submitted to the City People's Committee a plan for the development of parks and public green spaces for the period 2026-2030. Accordingly, Ho Chi Minh City aims to achieve a public green space ratio of no less than 1m2/person by 2030.

To achieve the above objectives, the Department of Construction has requested the People's Committees of wards and communes to review and propose investment in the construction of parks, prioritizing land plots with public land origins (reducing land clearance costs), and land plots located in areas without parks or with low green space quotas. The Department also requested the People's Committees of wards and communes to review residential and housing projects within their jurisdiction – especially those already inhabited but lacking parks, green spaces, and technical infrastructure, or those with existing infrastructure that is deteriorating. They are required to develop reasonable plans and timelines to complete the construction of parks and green spaces within their projects according to the scale specified in the 1/500 detailed construction planning scheme.

“The Department of Construction has reported and proposed to the Ho Chi Minh City People's Committee to prioritize investment in the construction of 8 parks in the city, including: Saigon Safari Park, the central square of the Thu Thiem urban area, Saigon Riverfront Park, Ben Nha Rong Park, Thu Thiem Ecological Forest Park, Dong Thanh Park, Go Cat Park, and Hiep Thanh Park. These are large-scale park projects that, upon completion, will create more green spaces and recreational areas for the people,” a leader of the Ho Chi Minh City Department of Construction informed.

According to the plan, the city will allocate 6-7 square meters of public green space per person. To achieve this goal, the city should have policies to encourage the socialization of park development through public-private partnerships (PPP). In addition, it should focus on reviewing and urging investors of commercial housing projects to construct parks and public spaces; and investors of transportation projects and urban development projects to invest in technical and social infrastructure (including green spaces) to ensure compliance with the green space targets in the approved detailed plan.

Architect Khuong Van Muoi:

We propose that relevant departments and agencies review urban planning in densely populated areas during urban renovation projects to create more open spaces for parks. Relocating houses on or along canals and waterways will create green areas along the riverbanks and provide community spaces.
