According to Lieutenant Colonel Nguyen Tan Duong, Commander of the Ha Tien International Border Gate Border Guard Station, hundreds of ships and boats undergo import and export procedures daily at the port area under his unit's management. The large workload, requiring quick processing while still adhering to proper procedures, puts the functional forces under constant pressure. Specifically, the border guard force manages and controls entry and exit, ensuring security and order in the maritime border area; the port authority is responsible for coordinating ships and boats, managing maritime activities, and ensuring maritime safety. Despite their different functions, the two forces maintain close cooperation and support each other in carrying out their duties.
To enhance coordination effectiveness, the two units established specific coordination regulations, clearly assigning responsibilities to each department. On a weekly and monthly basis, they exchange information related to the operational status of vessels, maritime security, maritime law violations, and issues arising during the performance of their duties.
Thanks to coordinated efforts, vessel management is carried out effectively, minimizing overlapping or missing information. For vessels that meet operating requirements, procedures are processed quickly and in accordance with regulations, saving time for businesses and vessel owners. In cases where documentation is incomplete, officials from both units provide thorough guidance to help supplement and complete the necessary information.
Captain Le Doan Ha Son, Head of the Pha Dai Border Guard Control Station, Ha Tien International Border Gate Border Guard Post, said that in recent times, the two units have been promoting the application of information technology in handling administrative procedures, deploying software for managing vessels and connecting data between functional forces at the seaport. Sharing electronic data significantly reduces the time spent checking and verifying documents, improving accuracy and management efficiency. This is considered an important step in administrative procedure reform, aiming to build a modern and professional working environment in the seaport area.
In addition to coordinating administrative procedures, the two units also regularly cooperate in inspecting and monitoring the activities of vessels in the port area and at sea. For cases showing signs of violations such as inadequate documentation, carrying more passengers than permitted, violating technical safety regulations, or exhibiting signs of smuggling, commercial fraud, or illegal fishing, the forces promptly exchange information and coordinate handling in accordance with the law.
Simultaneously, the dissemination of legal information to fishermen, vessel owners, and crew members has been consistently emphasized. Through these awareness campaigns, people's understanding of the law has improved, and their compliance with regulations before departure has become more serious. With the motto "quick, compliant, and hassle-free," officers, soldiers, and staff of both forces consistently uphold the spirit of administrative reform, assisting businesses in completing their paperwork and procedures in the most convenient way possible.
The close coordination between the Ha Tien International Border Gate Border Guard Station and the Kien Giang Maritime Port Authority has been and continues to be highly effective in managing the entry and exit of vessels at the seaport. This is not only an important solution to maintain maritime security, order, and safety, but also contributes to promoting sustainable marine economic development, while firmly protecting the sovereignty of the nation's seas and islands.
