Recently, the "Virtual Assistant for Health and Legal Advice" has become a trusted companion for officers and soldiers of Company 1, Battalion 4, Regiment 8 (395th Division) whenever they need answers to legal questions. Lieutenant Phan Xuan Thang, Political Officer of Company 1 and the creator of the initiative, said: "When soldiers want to look up or understand legal information, they just need to speak into the microphone. The information received will be transferred to a server with integrated legal documents. After processing the data, the server will display the results in text on the screen and broadcast them through the loudspeaker."

The unit is currently training new recruits, so the laws integrated into the server of the "Virtual Assistant for Health and Legal Advice" mainly include the Military Service Law, regulations on troop management, and policies and regulations for military personnel. In addition, the server also integrates 100 potential ideological situations that may arise in the unit, as well as health care issues, so the device is also used to advise and resolve ideological and health-related issues for soldiers. Evaluating the effectiveness of the initiative, Lieutenant Colonel Pham Van Bao, Deputy Head of Political Affairs of Regiment 8, said: "New recruits joining the unit are sometimes hesitant to interact with their commanders, so the 'Virtual Assistant for Health and Legal Advice' is an important channel that helps soldiers easily update their legal knowledge quickly, accurately, and effectively. This contributes to helping new recruits voluntarily comply with regulations and maintain strict discipline."
As a unit tasked with training and combat readiness, and possessing a large troop strength, the 395th Division places great emphasis on innovating and diversifying the forms of propaganda and legal education for its officers and soldiers, considering this a regular and important activity. Besides maintaining the established traditional forms of propaganda and legal education, units within the 395th Division are actively applying information technology to research and develop tools, equipment, and models such as: online suggestion boxes; multi-functional suggestion boxes; virtual assistants for health and legal advice; AI chatbots for psychological, health, and legal counseling... These initiatives have been reviewed and highly appreciated for their practical application by the 395th Division's Innovation Council.
The development of these devices and equipment is not simply about increasing channels for disseminating legal information and educating soldiers, but also demonstrates a unique advantage: providing quick, accurate, and timely answers to questions. Clarifying this further, Colonel Tran Kim Trong, Head of Political Affairs of the 395th Division, explained: “Previously, soldiers needing legal advice often sought out the ‘Psychological and Legal Counseling Team.’ This faced certain difficulties and shortcomings, such as: some soldiers were hesitant to interact with their commanders, especially new recruits, and therefore did not dare to seek advice or legal explanations; members of the counseling team had additional duties, and some legal content required further research, causing delays in answering soldiers' questions; and the working time of the counseling team was limited. However, with devices and equipment fully integrated with legal content, answering soldiers' questions will be convenient, quick, accurate, and available anytime, anywhere.”
These initiatives are becoming a bridge to help soldiers access legal documents conveniently and easily. Besides answering legal questions, the devices and equipment also have other functions such as health counseling, psychological counseling, and traditional education . With their compact design, ease of use, and reasonable production costs, these devices and equipment deliver practical results, leading to widespread application in units of the 395th Division after acceptance testing. Colonel Do Trung Kien, Deputy Political Commissar of the 395th Division, affirmed: “The research and development of these devices and equipment demonstrate the proactive and creative spirit of officers and soldiers, promoting the digital transformation movement within the unit. In the future, we will encourage officers and soldiers to continue promoting the application of information technology to research more devices, equipment, and models to improve the effectiveness of propaganda and legal education for soldiers and people in the areas where we are stationed.”
Besides focusing on applying innovative initiatives, the 395th Division requires units to strictly maintain legal education and training sessions according to the annual political education program and monthly Law Day; and to regularly promote legal awareness among soldiers through the internal loudspeaker system, bulletin boards, and billboards. Units focus on organizing extensive political activities to discuss measures for strict adherence to laws and discipline at all levels; maintaining the established "Psychological and Legal Counseling Team" and the model "One Law Per Week, One Legal Question Per Day". In particular, to "soften" the form of propaganda, units increase the organization of legal knowledge competitions, forums, and seminars using theatrical performances. Diversifying forms of propaganda and education is contributing to bringing the law closer to the soldiers, thereby raising the awareness of officers and soldiers to voluntarily comply with regulations and rules, and thus building strong, comprehensive, "exemplary and outstanding" units.
