CC1 proposes to invest in Cat Lai bridge and Dong Nai 2 bridge

Construction Corporation No. 1 (CC1) has just proposed to the People's Committee of Dong Nai province to approve the investment policy of the two projects Cat Lai Bridge and Dong Nai 2 Bridge researched by the investor.

According to CC1's proposal, after working with Dong Nai province, the unit hired consultants to study many optimal investment proposals to both ensure economic efficiency and reduce the burden on the State budget.

Perspective of Cat Lai cable-stayed bridge

For the Cat Lai Bridge Project, CC1 proposed a total route length of nearly 11.7 km, with the starting point of the Project at My Thuy intersection, Cat Lai ward (HCMC), and the end point at the Ben Luc - Long Thanh expressway intersection in Nhon Trach commune ( Dong Nai province).

The project proposed by CC1 is divided into 3 component projects.

In which, Component Project 1 (land clearance and expansion of Nguyen Thi Dinh Street, Ho Chi Minh City side) with total capital of 4,975 billion VND (including loan interest).

This component project will have 100% of the capital arranged by the investor, then the Ho Chi Minh City budget will pay the investor according to the BT contract.

As for Component Project 2, site clearance on the Dong Nai side will be implemented using local budget sources, with a capital of 2,985 billion VND.

Component Project 3 (construction of Cat Lai Bridge and access roads at both ends of the bridge) will be implemented by the investor under the PPP form, with a total investment capital of VND 12,564 billion (including loan interest).

The investor proposed the Project implementation period from 2025 to 2029.

CC1 believes that the construction of Cat Lai cable-stayed bridge to replace the existing ferry is very urgent because currently the Cat Lai ferry area and the road leading to Cat Lai port often experience congestion, affecting import-export activities.

For the Dong Nai 2 Bridge Project (also known as Long Hung Bridge), CC1 proposed a bridge with a total length of 11.8 km, the starting point intersecting with Ho Chi Minh City Ring Road 3 at Go Cong intersection, Long Phuoc ward (Ho Chi Minh City), the end point connecting with National Highway 51, Tam Phuoc ward (Dong Nai province).

This project is also proposed by CC1 to be divided into 3 component projects.

Specifically, Component Project 1: site clearance and construction of a road connecting Go Cong intersection to Dong Nai 2 bridge, 4.8 km long, 60 m wide, investment capital of VND 4,623 billion, including loan interest and capital arranged by the investor.

Component project 2: site clearance on Dong Nai side will be implemented with local budget with capital of 724 billion VND.

Component project 3: Construction of bridge and provincial road 777B to the intersection of National Highway 51, 9 km long, with a total investment of 6,411 billion VND (including loan interest, capital arranged 100%) by the investor

Estimated implementation period from 2025 to 2028.

Regarding investment procedures, CC1 recommends that Dong Nai province and relevant ministries and branches speed up legal procedures, not apply the architectural competition form, and allow the appointment of investors according to the provisions of the PPP Law for projects that do not use State budget capital.

If the investment proposal is approved by the authorities, CC1 affirms that it can start construction of the Cat Lai Bridge and Dong Nai 2 Bridge projects by the end of 2025.
