Leaders of the Ministry of Education and Training said that the ministry is finalizing a draft decree to implement the Law on Teachers, which includes highly anticipated special regulations such as salary policies, allowances, support schemes, and incentives for teachers, and will advise the Government on reclassifying the salaries of some teaching positions...

Major, groundbreaking policies for education are also reflected in the resolutions recently passed by the National Assembly, such as waiving tuition fees for students from preschool to high school; universalizing preschool education for children aged 3-5; and providing support for school lunch programs for students… These demonstrate that education is truly a top national priority. The Party and the State pay special attention to and dedicate the best resources to developing education.

Good news has followed good news, giving teachers nationwide the feeling that they have finally "touched" the dream of the highest teacher salaries they have long awaited. A teacher with nearly 20 years of experience shared: "When the Law on Teachers was passed by the National Assembly , we were very happy, but we also knew we would have to wait for implementing guidelines for a potentially long time, like with other laws. However, hearing the leaders of the Ministry of Education and Training speak like that made us understand that day is not far off."

Teachers themselves, as well as education and policy experts, believe that establishing a new salary scale for teachers is extremely urgent and requires a focus on significantly increasing starting salaries and linking them to teachers' actual abilities; restructuring all incentives for teachers. The highest salary coefficient ranking also needs careful consideration, eliminating overlapping provisions in legal documents. If the highest salaries are paid, there should also be mechanisms to control and evaluate learning outcomes and assess the quality of students…

Along with the development of a new salary scale, many opinions also suggest that attention should be paid to reforming the teacher training system; the quality of teachers must be innovated and improved. Otherwise, simply because of high salaries, increased attractiveness to teacher training schools, and higher entrance quality, but without improvements in training quality to meet the fundamental and comprehensive reform needs of general education, it will not be able to meet the expectations of the entire political system and the people.
