Need to improve education policy

According to Associate Professor Dr. Nguyen Thanh Hung, Vice Principal of Hue University of Education, the draft amendment to the Education Law this time "has kept pace with the times", especially in institutionalizing the policy of developing digital education, lifelong learning, and comprehensive digital transformation in education.

“The regulation of exempting tuition fees for public high school students and supporting private students is a big step forward, demonstrating the spirit of fairness in access to education. For the policy to be feasible, the budget source and implementation mechanism must be clarified,” Mr. Hung suggested.

Mr. Hung also emphasized: The draft has gone in the right direction when it acknowledges the role of educational support personnel such as school counselors, libraries, and information technology - important but often overlooked links in the system.

From the perspective of the University of Law - Hue University, Dr. Nguyen Son Ha, Head of the Department of Examination and Education Quality Assurance, University of Law, highly appreciated the fact that the draft Law on Higher Education (amended) this time has clarified the governance framework, quality assessment, and autonomy mechanism for training institutions.

“The most important thing is to avoid overlapping between “State management” and “quality assessment” so that schools do not get caught in two contradictory situations: having to ask for permission and taking responsibility for themselves,” said Dr. Ha.

Mr. Ha suggested that the draft should have more specific regulations on policies to attract and treat lecturers, especially in specific fields such as law, medicine, and pedagogy, where high-quality human resources are tending to move outside the public sector.

"We need to boldly empower and create resources for schools to retain talented people, otherwise it will be very difficult to improve training quality," Mr. Ha emphasized.

The Principal of Hue University of Medicine and Pharmacy, Professor Dr. Nguyen Vu Quoc Huy, said: The current legal system still "lacks a foothold" for specialized training programs in the medical field.

“Healthcare, biomedical engineering and pharmaceuticals all require special, in-depth postgraduate programs that cannot be combined with regular masters or doctorates. The draft law should clearly supplement this content,” Mr. Huy suggested.

Mr. Huy also proposed reviewing the authority to establish, merge, and dissolve universities to avoid overlap between current laws and ensure consistency in management.

Laws need to be “succinct and transparent”

In the group of draft laws on justice, the representative of the People's Procuracy of Hue City had many comments on the Law on Civil Judgment Enforcement (amended) - a law with up to 50 new articles and 93 amended and supplemented articles, accounting for more than 50% of the total number of current articles.

According to the Hue City People's Procuracy, this draft demonstrates a strong spirit of innovation, aiming towards digital transformation and socialization of execution activities; however, clear regulations are needed to ensure that State management is not loosened.

“Changing the name of “bailiff” to “bailiff” and organizing a private “civil enforcement office” is a step forward, but there must be a strict control mechanism to avoid abuse of power,” said a representative of the Hue City People’s Procuracy.

Hue City People's Procuracy also proposed to shorten the time for auctioning assets, reduce the time for keeping unclaimed enforcement money from 6 months to 3 months, and clarify the concept of 'high-value assets' to avoid arbitrary application.

Also from the judicial sector, the Hue City People's Procuracy contributed comments on the draft Law on Drug Prevention and Control (amended).

According to the City People's Procuracy, this draft "has changed important policy thinking" - shifting from the "handling - enforcement" approach to "management - support - relapse prevention".

However, the agency proposed to clarify the coordination mechanism between the Police, the Procuracy and the Court in the process of management, rehabilitation and handling to ensure control of power and protection of human rights. Compulsory rehabilitation measures should be considered flexibly, and can be shortened or extended depending on the actual progress of the addict.

This is very valuable, helping the draft laws to be more complete, feasible and closer to the people. The opinions will be compiled by the Hue City National Assembly Delegation and sent to the National Assembly Standing Committee and the drafting agencies,” Ms. Suu said.
